Private Sector Development in South Caucasus: Food Safety Module

All three South Caucasus countries have substantial potential for exporting food and beverages, which is not even approximately fully utilised. One reason for this is that alignment of food production and government food inspection with internationally recognised standards is still in its infancy in the three countries. Thus, improving food safety is a common field for action in all three European Neighbourhood Policy action plans, with the aim of giving new stimulus to trade in agricultural products by removing nontariff barriers.

Sustainable Economic Development Programme, Components 1 (Private sector development in rural areas) and 2 (Microfinance and instruments for financing)

The programme focused on four areas of intervention: (1) Promotion of agricultural and off-farm production by building up services for agricultural production, processing and marketing; (2) Improved access to financial services; (3) Promotion of the potential for cross-border trade; (4) Support for evidence-based and dialogue-based economic policy planning. In these four areas, the aim was to build institutional capacities and the capabilities of partner organisations.

Promotion of Agricultural Value Chains - Component 1: Training and Technical Assistance to the Ministry of Agriculture and Fisheries in the Promotion of Value Chains

The new Strategic Plan for the Recovery of the Agricultural Sector (SPRAS) 2010-2015 considers the promotion of value chains as an essential instrument for a better planning and implementation of sub-sector agricultural strategies in Benin. In this context the promotion of value chains - according to the ValueLinks approach - has already proved its worth in selected regions of Benin.

Programme for Sustainable Economic Development - Component 1: Responsible Finance – Banking Supervision, Financial Literacy and Consumer Protection (Phases I-III)

The overall objective of the programme was to improve access to innovative and demand-oriented microfinance services as well as to gainful employment in MSMEs. Within the programme, component 1 aimed at enhancing the financial literacy of MSMEs, economically active low-income households and students with regards to loan and savings products. In addition, component 1 increased the quality of client service and consumer protection within the banking sector.

In 1999 Democratic Republic of the Congo, Republic of the Congo, Cameroon and Central African Republic agreed upon a convention to establish the Commission Internationale du Bassin Congo-Oubangui-Sangha (CICOS) and ratified this Convention in 2003 as a first step towards an enhanced cooperation in the fields of navigation and the protection of the water resources.

Programme Modernisation and Decentralisation (PROMODE): Component 3-Coordinated and Decentralised Provision of Public Services

The Program supports the reform at the national, provincial, cantonal and municipal level through three components: 1. State reform, 2. Fiscal management and financial relations within the Sate, 3. coordinated and decentralised provision of public services. The objective with regard to component 3 has been to support the territorial public administrations in order for them to provide their services considering the needs of the population and in the context of their formal competences.

Sustainable Economic Development Programme: TA Package1: Set-up of a National Savings and Credit Cooperative Association and TA Package 2: Support Financial Institutions in Value Chain Financing

The project aimed at supporting the set up and strengthening the operations of the National Association for Savings and Credit Cooperatives (NASCC) – TA package 1 and at the same time the project provided technical assistance to financial institutions and enterprises along selected value chains with respect to value chain finance - TA package 2.
