Promotion of Access to Finance for Small and Medium Enterprises / Egypt

Providing jobs to millions, small and medium enterprises (SMEs) form the backbone of any a strong economy. Their capacity for innovation, job creation and ability to adapt to the ever-changing business environment makes them a vital building block for economic growth and prosperity. Nowhere is this more important than in Egypt, which has long been the largest SME hub in the Middle East in terms of sheer numbers and operating density.

Support to Agriculture SMES (SASME)

The Ministry of Agriculture and Land Reclamation (MALR) has received financing from the French Development Agency (AFD) and the European Union (EU), and intends to use part of the funds thereof for payments to a technical assistance services provider to support the National Project Coordination Unit in the implementation of the SASME project’s various components.

Promoting financial inclusion via mobile financial services

 

The project will assist the Central Bank of Egypt (CBE) in meeting its objective of promoting access to finance through the development of a country-wide strategy to develop mobile financial services and retail payment infrastructure. The project will provide the CBE with the relevant capacity in order to ensure the implementation of well-developed action plans, in the framework of the CBE’s Strategic Framework, for the CBE to increase the use of various payment methods in the country. The specific activities to be carried out are as follows:

Agricultural water productivity for adaptation to climate change; Component 2: Strengthening of framework conditions for better adaptation capacity

Adaptation measures to climate change in the management of water and soil have a high priority for the Egypt Government. The increasing pollution of water in the irrigation and drainage canals by untreated municipal wastewater and agricultural drainage water is a critical factor that has to be addressed. At the same time, high entries of fertilizer and pesticide residues cause salinization of soils and pollution of water, which leads to a reduction in water productivity and affects the objective of food security adversely.

Access of SMEs to Finance in Egypt

Assignment Description: The Government of Egypt has made access to finance for SMEs a top priority: access to finance for SMEs has been identified as one of the pillars for the second phase of banking reform led by the Central Bank of Egypt and is an area which can provide the next wave of growth in commercial banks' lending. Access to credit for SMEs appears very limited and access to banking services by the large relatively poor population appears low by international standards. Promotion of the Sanabel Network

Under the strategic guidance and supervision of GIZ, the consulting firm will be responsible for the implementation of the technical assistance to a Microfinance Network of Arab countries. This service package under the programme Promotion of the microfinance sector in the MENA region refers to the strengthening of institutional framework conditions of the microfinance sector and is directly related to the network. Specific interventions would include support in the following areas: (1) Strategy development (2) Procedures and governance (3) Service provision and training

Technical assistance to the 'Support to rural development' programme (SRD)

The purpose of this contract is to support the Ministry of Agriculture and Land Reclamation, both atheadquarters and regional level, with the implementation of the 'Support to rural development' programme(SRD). The consultant will ensure that the programme will be properly structured, managed and implemented. Implicit in the actual physical implementation is the objective of adopting the conditional incentive-based approach with support being provided to beneficiaries conditional on their participation in approved and uggested measures to the future pursuit of agriculture in those areas.
