Technical assistance to the 'Support to rural development' programme (SRD)

The purpose of this contract is to support the Ministry of Agriculture and Land Reclamation, both atheadquarters and regional level, with the implementation of the 'Support to rural development' programme(SRD). The consultant will ensure that the programme will be properly structured, managed and implemented. Implicit in the actual physical implementation is the objective of adopting the conditional incentive-based approach with support being provided to beneficiaries conditional on their participation in approved and uggested measures to the future pursuit of agriculture in those areas. The overall objective of the SRD programme is to contribute to poverty reduction and socio-economic development of the rural poor through measures aimed to protect, preserve and increase land productivity,create employment and generate incomes. The specific objective of the SRD is to demonstrate and establish the modality of conditional incentive-based development as an approach to poverty reduction and growth in the rural areas of Egypt. It aims to provide direct and tangible benefits to the population demonstrating a better use of government resources. This would contribute to the adoption of a new paradigm for rural development that would be the basis for a rural development policy/strategy for the country.
