Advice to Ukraine on agricultural trade issues under the deep and comprehensive Free-Trade Agreement (DCFTA) between the EU and Ukraine

Aim of the project is to support The Ukrainian agro-food companies to identify European export markets to penetrate these, to consolidate and to grow as well as to prepare for the opening of their own markets; furthermore German companies are better informed on agricultural trade issues with the Ukraine.

Activities include

German – Ukrainian Agricultural Policy Dialogue (APD)

The aim of the project is to further develop the Ukrainian agricultural policy sector. In the light of the international, in particular also German experience and the EU Free Trade Association Agreement, the Ukrainian agricultural policy can enhance its contribution for the development of the sector and the rural areas.

The project aims at achieving the following results:

Setting up of a German- Ukrainian agricultural demonstration and training centre (ADFZ)

The Project aims at enhancing the practical knowledge and skills on the methods of modern and sustainable agricultural production of management and technical staff as well as vocational teachers of the Ukrainian agricultural sector through trainings and demonstrations.

The projects focuses on the achievment of the following results:

“Turning Subsidies into Investments – Climate Financing in Ukraine”

The economy of Ukraine is characterized as very energy intensive. Furthermore, the district heating infrastructure and residential building sector consumes great amounts of natural gas for heating purposes due to a significant lack of energy efficiency standards. The resulting high level of energy consumption results in economic and social problems. Natural gas primarily has to be imported and is currently highly subsidized by the Ukrainian government.

Deposit Guarantee Fund

The Deposit Guarantee Fund (“DGF” or the “Fund”) in Ukraine faces a number of operational challenges as a result of the deepening economic crisis as well as continuously changing legal environment resulting in the Fund’s expanding mandate.

Deutsch-ukrainischen Agrardemonstrations und Fortbildungszentrums (ADFZ)

Dem landwirtschaftlichen Sektor kommt innerhalb der Volkswirtschaft der Ukraine traditionell eine besondere Bedeutung zu. Mehr als 70% der Landfläche werden als landwirtschaftlich nutzbar klassifiziert, bis zu 20% der arbeitsfähigen Bevölkerung ist im Agrarsektor beschäftigt, der Beitrag zum BIP beträgt ca. 12 % und zum Außenhandel über 30%. Auch wenn sich wesentliche Parameter des landwirtschaftlichen Sektors seit 2004 kontinuierlich verbessern, so wurde in keinem Jahr bis 2015 das Produktionsniveau von 1990 erreicht.

Support to Agricultural and Food Policy Implementation

The overall objective of the project of which this contract will be a part is to strengthen the capacity of the Ministry of Agrarian Policy and Food (AIAPF) to implement its new National Agriculture and Rural Development (ARD) Strategy and Action Plan (2015-2020) and therefore its capacity to translate risks and opportunities of the Association Agreement and DCFTA into effective ARD policies and programmes, comply with its obligations under the said agreements and effectively guide, support and monitor the implementation of its EU Approximation agenda.
