The overall objective of the project of which this contract will be a part is to strengthen the capacity of the Ministry of Agrarian Policy and Food (AIAPF) to implement its new National Agriculture and Rural Development (ARD) Strategy and Action Plan (2015-2020) and therefore its capacity to translate risks and opportunities of the Association Agreement and DCFTA into effective ARD policies and programmes, comply with its obligations under the said agreements and effectively guide, support and monitor the implementation of its EU Approximation agenda.
Key experts have a crucial role in implementing the contract. The key experts should spend a minimum of 90% of their time in Ukraine during the whole duration of their assignment. No working days outside Ukraine can be invoiced to the Contracting Authority, except cases of the approved mission abroad. The Project team will involve three Key experts, one of them assuming the function of the Team Leader.
All experts must have fluency in English, PC Literacy and excellent writing and communication skills.
Qualification and skills
- University level of education in Agricultural economics, law or related subject or 10 years of professional experience (on top of years and experience as described under General professional experience).
- Masters or PhD in other relevant areas will be considered an advantage.
- Good command of Ukrainian and/or Russian language will be considered a significant asset.
General professional experience
- Professional experience of at least l0 years in the area of agriculture, food and/or rural policy and regulatory development.
- At least 5 years' experience in EU member states / potential candidate, candidate countries or ENP countries and preferably in transition economies working on institutional, policy and regulatory reform.
Specific professional experience
- Practical experience of legal approximation in the area of agriculture, food and rural development.
- Experience of developing capacity to prioritise and plan legal approximation processes, to prepare regulatory impact assessments, to draft primary and subordinate legislation, procedural and guidance documentation in accordance with EU requirements and best practice, as well as international standards in the Agriculture, Food and/or RD sector (including WTO).
- Experience of developing methodological documents to guide legal approximation activity as well as guidance documentation for the private sector.
The intended start date is 01 February 2016 and the period of implementation of the contract will be 30 months from this date.
