Ningxia Dryland Farming and Water Conservation Demonstration Project

The consultants should both have graduate degree in a social science (anthropology, sociology, or other relevant academic qualification). Extensive experience in social assessment, poverty analysis, and gender analysis is essential, as is familiarity with qualitative and quantitative methodology. Experience in designing resettlement plans and ethnic minority development plans (EMDPs) and/or indigenous peoples’ plans for ADB- or World Bank-financed projects in the PRC is necessary.

The consultants will both have formal qualifications in environmental impact assessment and the relevant PRC laws and regulations, and be familiar with ADB’s project processing requirements.

The Project covers 3,655 square kilometers of the oasis of the Yinchuan Plain extending into the Helan Mountains to the west of the Yellow River in Ningxia Hui Autonomous Region.

Agricultural policy development is one of the ongoing challenges faced by the Government in Lao PDR as it seeks to implement its Agricultural Development Strategy Vision to the year 2020 while being exposed to the influence of external influences from the ever increasing globalization of economic trade zones, increased connectivity through transport routes within the GMS, and increasing pressure on land resources for foreign direct investment and contract farming that can lead to unsustainable agricultural practices.

The ADB-supported Northern Rural Infrastructure Development Sector Project will be implemented by MAF in close collaboration with relevant line agencies. It will mainly invest into the rehabilitation of rural infrastructure, such as access roads and irrigation schemes, and therefore provide improved access to markets and services.

Environmental issues are one area of safeguards that will be emphasized under the Project during implementation. While the pre-screened subprojects are expected to have minimal long term environmental impacts, there are possibly short-term concerns for which mitigation strategies need to be designed and implemented.

To maximize the potential from associated initiatives, the implementation consulting team will include value chain specialists to assist in subproject design and feasibility studies ensuring engagement of private sector actors in such processes to strengthen the market linkages for products grown in the Project’s area of influence. The value chain specialists will provide intermittent inputs and will be responsible to the Team Leader.

The safeguard requirements of the ADB seek to ensure the poor and other disadvantaged groups within the target area access project benefits.

Resettlement is unlikely to be a significant issue in the implementation of the proposed Project in view of the identification criteria and the pre-screening activities already undertaken during the preparation phase.

Promoting Economic Diversification Program

The Project Administrator will work closely with the Team Leader and EA PIU on establishing accounting system, maintaining accounts and payments. S/he will provide on the job training to EAs on ADB procurement guidelines and assist them with their administering of selected activities under the matching grants phase-2 output. The duration of this assignment will be 24 months, starting in early April 2011.
