The programme assisted the Senegalese partners in their decentralisation efforts by means of a multi-level approach.
The overall objective of the programme was to improve the sustainable supply of pro-poor oriented public services, to increase citizen participation and to create a conducive environment for the economic development within the covered communities.
The specific objective of the consultancy services delivered by GOPA in collaboration with AFC in the Component 3 „Local Economic Development“ was to support actors from the public and the private sector within the area municipalities by facilitating their coordination activities and to collectively identify local economic potentials and to develop suitable instruments for local economic development.
The programme specifically focused on specialists and executive staff from the public sector in local and regional authorities as well as representatives of civil society organisations and the private sector in the Regions Kaolack and Fatick.
The emphasis for the consultancy services was on strengthening the capacities of local governments for an improved support of local economic development initiatives. This was mainly done by supporting economic promotion agencies in their efforts to realise LED-activities in the two regions covered by this programme.
