Inauguration of ProPFR (Promotion d’une Politique Foncière Responsable) office in Parakou / Benin

On November 28th 2016, the office of the ProPFR project (Promotion d’une Politique Foncière Responsable au Bénin) in Parakou/Benin was officially inaugurated by the German Ambassador, Mr Walter von den Driesch, the prefect of the Department Borgou, Mr Djibril Mama Cissé, as well as by the GIZ country director, Dr. Andreas König. This event was organised in cooperation with ProSOL, a SEWOH project on the rehabilitation and protection of soil.

This cooperation will continue: Our project ProPFR shares the new office in Parakou with ProSOL. During the inauguration, seven GIZ projects, active in the region of Borgou, organised a small exhibition in the office’s garden to present their project activities to the delegation.  

ProPFR is a GIZ funded project on responsible land policy, implemented by AFC (lead) and the company 2D3D.GIS.  It started in July 2016 and will run until November 2019. The project intervenes in 4 communes in the Department of Borgou in the Northeast of Benin. Being part of the SEWOH projects, ProPFR aims to improve the access to land for certain groups of the rural population (especially women, migrants, youth and pastoralists), as a central prerequisite for fighting poverty and hunger.

With the adoption of the new land code in 2013 (Code Foncier et Domanial), the government of Benin commits itself to promote responsible land policy, but the implementation of the new land code is still lacking. Less than 1% of the agricultural land is secured by land titles and there is an increased pressure on land due to population increase and large-scale investments. Furthermore, land transactions and leasing contracts are poorly documented and especially women and marginalised groups such as migrants and youth have very limited access to land. ProPFR focus lies on three intervention areas: First, improving the institutional framework and procedures for securing land use and ownership rights in Borgou. Second, improving the participation of civil society in the formulation and implementation of responsible land policies. And third, including private agricultural investors and raise their awareness for responsible land policies.
