Veterinary Strategy in Turkey

The veterinary policy, which undoubtedly is essential for maintaining animal health, public health and food safety and is indispensable to national interests, is also a core element of ongoing accession negotiations with the European Union.

The overall objective of the project is to increase the efficiency of veterinary policies through sectoral multi-annual planning, raise awareness among stakeholders and strengthen their commitment to achieve the defined targets, ensure the financing of required actions, improve the animal health and welfare situation in the country, contribute to alignment with the EU Acquis in the veterinary field and the fulfilment of the relevant closing benchmarks set for Chapter 12-Food Safety, Veterinary and Phytosanitary Policies, as well as Turkey's international obligations in the animal health field.

The main office of the Contractor will be in Ankara where the Contractor will establish a project office. The project shall cover the whole Turkey; site visits will be required to several cities/provinces for gathering data according to the disease situation.

Tasks of the key expert 

  • Preparation of a preliminary report presenting and evaluating the current situation of the country,

  • Manage and coordinate the preparation of the national strategy, planning of epidemiological studies and surveillance programmes,

  • Assist team leader on training activities. Train MoFAL staff as regards the  implementation of relevant studies. Coordinate the epidemiological studies and vaccination programmes and monitor/evaluate their implementation by MoFAL,

  • Ensure that the veterinary information system to be tuned with the data obtained  from epidemiological studies and surveillance programmes,

  • Prepare mission report,

  • Contribute to project reporting.

Qualifications: 

Qualifications and skills

  • University degree in veterinary,

  • Good command of English,

  • Master's and/or PhD in public health, epidemiology or related field.

General professional experience

  • Minimum of 10 years professional experience in the related field,

  • Experience in an EU-funded project.

Specific professional experience

  • Minimum 4 years of experience in epidemiological studies, surveillance or  eradication programs especially in animal diseases,

  • Experience in the projects on disease control and surveillance,

  • Experience of epidemiological evaluation methods and computer programs.

Start / Duration: 

The intended commencement date is November 2013 and the period of implementation of the contract will be 24 months from this date.
