The veterinary policy, which undoubtedly is essential for maintaining animal health, public health and food safety and is indispensable to national interests, is also a core element of ongoing accession negotiations with the European Union.
The overall objective of the project is to increase the efficiency of veterinary policies through sectoral multi-annual planning, raise awareness among stakeholders and strengthen their commitment to achieve the defined targets, ensure the financing of required actions, improve the animal health and welfare situation in the country, contribute to alignment with the EU Acquis in the veterinary field and the fulfilment of the relevant closing benchmarks set for Chapter 12-Food Safety, Veterinary and Phytosanitary Policies, as well as Turkey's international obligations in the animal health field.
The main office of the Contractor will be in Ankara where the Contractor will establish a project office. The project shall cover the whole Turkey; site visits will be required to several cities/provinces for gathering data according to the disease situation.
The team leader will be the primary contact for all the communications, elaboration and delivery of documents and reports to the beneficiary, the CFCU and the EU Delegation to;
Coordinate the relations between technical experts and MoFAL (key, non-key),
Coordinate and supervise the organisation and delivery of all necessary inputs for ensuring proper implementation of the activities in accordance with the EU rules,
Coordinate and manage the organisation of the trainings and training materials on veterinary issues,
Take the lead in all project related training activities, in particular in strengthening preparedness and response capacities of the veterinary services,
Manage the TAT (including logistics) and draw up the team's schedule of activities,
Supervise the management of the TAT's accounts,
Check that the Project outputs are in accordance with the Terms of Reference,
Verify and certify the interim and final statements of the Contractor's work,
Produce the periodic plans and reports,
Advise the Contracting Authority on any issue likely to affect the financial resources or the scope of the activities foreseen,
Define measurable indicators for subsequent programme monitoring and evaluation
Qualifications and skills
University degree in veterinary medicine, medical science or similar field. In the absence of a university degree from the requested fields, the expert will have an equivalent professional experience of minimum 15 years in the relevant field,
Good command of English.
General professional experience
10 years of general professional experience in the field related to the project,
Experience in an EU-funded project.
Specific professional experience
Experience of at least two projects as a team leader or in another managerial position,
Project experience in institutional capacity building and/or regulatory issues,
Experience in preparation of strategy documents related to the field.
The intended commencement date is November 2013 and the period of implementation of the contract will be 24 months from this date.
