Support to agrarian based local economic development
The projects aims at enhancing agrarian based local economic development in Northern Uganda. The intervention is planned for 11 months, from the 09.2018 until the 07.2019. In this context, we are looking for one international and two Ugandan experts who would each work for 11 months on the project. Duty station for all of them would be the city of Gulu.
The component of the GIZ project that we are bidding for will be in charge of strengthening the capacities of as well as the cooperation between district local governments, private sector actors and civil society organizations at local level to enhance agrarian based local economic development.
Key instruments will be capacity development of local stakeholders, the implementation of public-private dialogue events as well as the establishment of public-private-partnerships (PPPs) for implementation of development measures.
Main Tasks:
Management of project component and related budget
Capacity development in selected thematic areas of district local governments, private stakeholders and organizations from civil society with the aim of promoting the development of SME in the agrarian sector and up- and downstream segments of the value chain in northern Uganda
Design and implementation of public-private dialogue fora in order to enhance cooperation and coordination between district local governments, private stakeholders and organizations from civil society with the aim of improving the conditions for agrarian based local economic development
Support the design and implementation of public-private-partnerships for the implementation of measures that enhance agrarian based local economic development
Propose a generic cooperation model for agrarian based local economic development in Northern Uganda, based on the lessons learned during implementation
Professional profile:
University degree in Agricultural Sciences, Economics, Business Administration or comparable subject (minimum diploma or MSc.)
At least 10 years of experience in rural development, local and regional economic development and preferably understanding of the promotion of agronomic value chains
Professional experience in international cooperation, preferably in East Africa
Strong expertise in local and regional economic development (LRED, LED)., Eg. B. Promotion policies and instruments, design of public-private partnerships, implementation of public-private dialogue forums and preferably experience in the design and set-up of activities in education and training / support to start-ups in agriculture and its upstream and downstream areas
Ability to realistically classify how LRED / LED concepts can be implemented in the (North) Ugandan context and develop measures that are adjusted to the local context
A partner, customer-oriented and efficient work approach, interdisciplinary thinking and experience in the implementation of training and further education measures are required
Fluent in German and English
Duration of mission: 11 months (09/2018 until 07/2019); Duty station: City of Gulu (with occasional travel to Kampala)
