Ethiopia has achieved remarkable economic development in the last decades (an average of 10 % economic growth per year) and can show significant progress in poverty reduction: While more than 54 % of the population lived below the poverty line in 1996, this figure dropped to 24 % in 2015. Nevertheless, the country continues to face major challenges.
Despite initial successes in the implementation of AGTP II, the national Ministry of Agriculture and the national organisations involved are not yet sufficiently capable of implementing a private sector-oriented agricultural policy based on the value chain approach, nor of creating favourable framework conditions for the commercialisation of agricultural products from smallholder production and for the growth of upstream and downstream agro-industries. Moreover, the implementation of support measures at regional level is not yet sufficiently geared to the needs and potentials of smallholder farmers and MSMEs in the agricultural and food sector. As a result, income and employment potentials along rural value chains remain unused (core problem). The TC module aims to improve the income and employment situation of actors in agricultural value chains in selected rural regions (module objective)
Tasks of the team leader
- Overall responsibility for the Contractor's consultancy packages;
- Ensure coherence and complementarity of the CO's services with other services of the project at local and national level;
- Design, implementation, monitoring and evaluation of capacity development activities of local partners in the following areas: regional and local economic development; strengthening of agricultural value chains; business development services; private sector development and agricultural finance;
- Consideration of cross-cutting issues (e.g. gender equality, environmental protection, resource conservation and climate adaptation);
- Staff management, in particular identifying the need for short-term assignments within the available budget as well as planning and managing the assignments and supervising the local and international professionals;
- Ensure impact monitoring aligned with the overall monitoring system of the project as well as baseline and regular data collection;
- regular and timely reporting;
- Responsibility for controlling the use of funds and financial planning in consultation with the GIZ Contract Manager;
- Support of the AV in updating and/or adapting the conception of the project, in evaluations and in the preparation of a follow-up phase.
- University degree (Diplom/Master) in the field of economics, social sciences, agricultural sciences or geography;
- Language proficiency in English C1 according to the Common European Framework of Reference;
- 15 years of professional experience in the agricultural value chain promotion and organisational development sector, 10 years of which in an African context;
- 10 years of professional experience in promotion of agricultural services or promotion of the private sector in rural areas or cooperation with the private sector or contract farming or strengthening of agricultural associations and cooperatives or MSME promotion or agricultural finance or regional economic development.
- 10 years of leadership experience as a team leader in long-term international cooperation projects with 5 professional staff members;
- 12 years of work experience in the Africa-Sub-Saharan region;
- 10 years of experience in DC projects;
- 15 years of professional experience in advising private sector actors, public and civil society organisations and policy makers; 15 years of professional experience in applying different methodological approaches to VC promotion; 10 years of professional experience in providing conceptual and strategic advice to policy makers in politically sensitive contexts ; 10 years of professional experience in promoting cooperation and networking among partner organisations.
