Support to Agriculture in Lebanon

Under the responsibility of the programme director, nominated by the Minister of Agriculture, and on the basis ofthe provisions of the financing agreement, the technical assistance will: ensure technical, financial and administrative management of the project and coordination of the budgetary planning, prepare tender files for works, supplies and services with the relevant services of the Ministry in line with the EU contractual procedures in force, organise evaluation committees for tenders in line with the EU contractual procedures in force and in consultation with the EU Delegation who will participate as observer, process payment requests, ensuring payment forecast and financial follow-up, ensure a regular monitoring of the activities' implementation, results and impact, define a visibility and communication plan based on the available budget to be contracted and organise programme-related  events and visits, coordinate with the different stakeholders of the programme (contractors, implementing partners, relevant services of the Ministry, monitors and evaluators, etc.), prepare quarterly and annual reports for the EU Delegation and for the Minister of Agriculture, prepare donors' meetings, and set up specific technical task forces for the different components of the programme  in order to coordinate with other projects, facilitate external monitoring, evaluation and audit missions to be contracted by the EU.
Qualifications: 
University Degree in Agriculture, Agriculture Economics ore other relevant sector Skills and good knowledge in EC project management Minimum 15 years extensive international expierence in the agriculture sector, particularly in rural and agricultural development and institutional strenghtening Minimum 10 years extensive experience in similiar projects with focus on capacity development at the inistitutional, organisational, and human resources level in public/private institutions operating in the agricultural sector and experience in supporting private sector initiatives in agriculture/agri-business related fields  Experience in an ENPI South partner countries and particularly in Lebanon is a plus
