Promoting financial inclusion via mobile financial services

The project aims to meet the overall objective by building the capacity within the Central Bank of Jordan, specifically by strengthening the oversight function within CBJ.

The results to be achieved by the Consultant are

  • to Provide capacity building to develop the oversight function;

  • Develop a data collection methodology.

The project is part of Jordan’s strategy to modernise retail payments in the country. It provides the Central Bank of Jordan with support to: 1) improve the oversight function within the CBJ in order for it to be able to monitor the payment system, and 2) develop the data handling methodology of the CBJ.

The main target group of the intervention is the CBJ. The financial services facilitated through this operation will be used by a wider group of the population, and some of the interventions will need also to bear this final user group in mind.

Qualifications: 

Qualifications and skills:

  • Post-graduate degree in economics, finance, banking, law or relevant discipline
  • Excellent command of English spoken and written, command of Arabic would be an advantage
  • Excellent communication, drafting and reporting skills  

Professional experience:

  • At least 8 years of experience in banking or financial sector, experience in the region would be an advantage
  • At least 3 years of experience in payment systems  
  • Capacity of assessing the payment system’s compliance with relevant international standards
  • Additional knowledge of financial inclusion and mobile banking, liquidity management and payment processes would be an advantage
Start / Duration: 

The project shall be carried out in Jordan, where the experts are required to spend sufficient time to allow the collection of relevant data and information and meet a relevant sample of interested parties. The Consultant has to decide the location of its office and indicate it in the offer as headquarter.

The intended commencement date is December 2015 and the period of implementation of the contract will be 6 months from this date.
