Portfolio Specialist / Regional Off-Grid Electricity Access Project (ROGEAP)

We are the Project Fund Manager of the ROGEAP, a regional project focusing on increasing access to electricity through stand-alone solar systems. Our project targets 19 ECOWAS and 4 Sahelian nations (Cameroon, Chad, Mauritania, and the Central African Republic), aiming to support the growth of the Off-Grid Solar (OGS) sector by leveraging successful local businesses.

We are currently seeking a dedicated and experienced Portfolio Specialist to join our team and contribute to the success of our initiatives. This role works closely on a day-to-day basis with the team leader responsible for grants, ensures the effective use of grant resources, promotes data-driven decision-making, aligns organizational efforts with strategic priorities for SMEs, and upholds high standards of professionalism and compliance while ensuring allocation of the available funds for grants and prizes. The individual integrates expertise in grants, business, data, and portfolio analysis; this professional contributes to the success and systemic grantee SME initiatives for sustainability, growth and maturity. The expert reports to the financial support facility Team lead and the project team leader and is responsible for guidance and providing investment decisions, carrying out investment activities and oversight of the existing portfolio.

The Portfolio Specialist will monitor the grant portfolio, ensure timely disbursement, and support grantees in achieving their project milestones. The specialist will also analyse portfolio performance, provide technical assistance, and facilitate the entry of non-solar businesses into the solar industry. The successful candidate should have proficiency in both English and French.

Qualifications: 
  • Master’s degree in business administration, Finance, project management or related fields.
  • Minimum of 7 years of experience in portfolio management, grant management or a related field.
  • At least 5 years’ experience in grant portfolio management and grant monitoring or implementation with development agencies and/or World Bank;
  • Strong analytical skills and experience with financial and performance monitoring tools;
  • Experience in tools such as SQL, Python, R, Power BI, JIRA, or SAP for data manipulation, visualization, and project management.

 

Technical Skills:

  • Demonstrates precision in managing financial records, M&E or research experience, project details, and data analysis to ensure accuracy and compliance.
  • Engages in productive consultation while maintaining responsibility for personal decisions, deliverables, and deadlines.

 

Analytical Skills:

  • Quantitative and Analytical Skills - Analytical Thinking, ability to evaluate financial data, project metrics, and operational processes to identify areas for improvement and make evidence-based recommendations.
  • Able to process, organise, analyze and monitor large volumes of information and data and respond to demands at varying levels of detail.
  • Able to identify key issues in complex situations, weigh pros and cons quickly, and make informed decisions.
  • Checks assumptions against facts and evidence.
  • Proficient in analytical report writing.
