The overall objective of the project of which this contract will be a part is to build MoALI capacity to achieve the A/NSRC overall and specific objectives as follows: Contribute to the reduction of all forms of undernutrition in women of reproductive age, infant and under-five children.
The purpose is to support the introduction of nutrition expenditure-sensitive PFM systems aligned to the Myanmar PFM reform strategy at Ministry of Agriculture, Livestock and Irrigation (MoALI).
The Team Leader/Coordinator (TL) working for the project from Nay Pyi Taw on a fulltime basis will have an overall management and coordination role with respect to experts, staff and activities in Myanmar.
Specifically, under the Contractor's supervision, the Team Leader will be responsible for the following tasks:
- Facilitate the mobilization and coordination of A/NSRC PFM-related activities and liaise with EUD and any other DP-projects to ensure the achievement of the A/NSRC targets;
- Responsible for the overall management of the TA contract including:
- Generation of the OWP and updating the log frame;
- Formulation of the AWP drafts and indicative budgets for consultation and approval;
- Coordination of Contractors Team (other Key Expert/Specialist, Non-Key Experts and support staff);
- Coordination of communication and the planning for regular meetings of the PSC;
- Drafting of ToR for NKE inputs in close coordination with the GoM and EUD, and submitting the CVs of the proposed NKEs for approval;
- Support to the planning, implementation and continuous monitoring of all activities;
- Ensure the organization of preparation and issue of all deliverables as defined through activities of the project as well as strong involvement in all activities of the project as described in this ToR and the AWPs to be adopted;
- Carry out activities and submit all outputs of the inception and main implementation phases;
- Fulfilment of all reporting requirements contained within these ToRs. The TL will engage with beneficiaries to facilitate constructive and effective co-operation between each expert and the concerned Ministries and other actors at the appropriate administrative level.
- A Bachelor's degree (where a university degree has been awarded on completion of three years study in a university or equivalent institution) but preferably a master's degree or postgraduate studies in Agriculture Policy, Research or other relevant discipline to the scope of this assignment or minimum 15 years of relevant professional experience;
- Excellent communication skills in English, being able to communicate effectively and diplomatically with a wide range of contacts;
- Good analytical skills, and capacity to produce clear and concise reports in English, as well as key documents such as specific ToR in the areas of activity of this project;
- Strong project management, planning and coordination skills, with the ability to deliver a complex project effectively and under tight deadlines;
- Good people management skills; able to lead and motivate a team to deliver the required results;
- Relevant IT skills (MS Office Applications).
General professional experience
- Minimum 15 years of relevant professional experience in the Agriculture sector;
Specific professional experience
- Minimum 8 years working experience in project management;
- Minimum 3 years working experience as Team Leader of complex projects with multiple stakeholders;
- Professional experience of at least one of the following types is required:
- Project management under EU procedures or Development Partner with specific requirements (WB, ADB, UN or equivalent); Preparation of ToRs;
- Proven working experience with GoM in Myanmar;
- Experience in Asia, transition economies and fragile and post-conflict states;
- Fluency (written and oral) in Myanmar language (Burmese) would be an advantage;
- Experience in PFM and or nutrition-related work or research would an advantage;
- Working in multi-cultural, multi-national environments.
- Supporting international technical cooperation teams to enable integration into government structures.
The operational base of the Project (main project office) will be in Nay Pyi Taw. Additional project offices will be established in Taunggyi and Pathein.
Key experts should spend at least 50% of their working days in Nay Pyi Taw. Tasks to be performed outside Myanmar must be clearly stated. Any work conducted outside Myanmar will need to be duly justified and will need prior approval by the Contracting Authority. The key experts will make frequent visits to Yangon according to needs.
The intended start date is 01.01.2021 and the period of implementation of the contract will be 48 months from this date.
