Myanmar- Institutional Strengthening and Policy Dialogue Support

This assignment will is aiming to enhance the land use management system in Myanmar. The Activity will consist of three main areas of support:

(1) Complete the mapping of land use inventory and land use zonation for all Bago Region. This will strengthen the Bago regional government's capacity to oversee and monitor the current situation from state to village tract level, assess and adjudicate compliance (or not) to policy requirements and evaluate land development alternatives based on sound principles.

(2) Facilitate the design and implementation of an effective and comprehensive consultative process to be held at district and selective village tracts (similar to that held for the draft land policy) that will harvest feedback, opinions and by allowing modifications and adjustments achieve actual consensus among all stakeholders on the structure, terms, and content for the land use zonation.

(3) Capacity building of MOECAF staff on land use inventory and zonation process by replicating the Bago region pilot in another region to be defined with the government. This concrete and specific support will allow building technical to produce land use maps as well as building capacity in dialogue with different government departments as well as with land users.

 

 

Qualifications: 
  • Minimum Masters degree in Agriculture, Forestry, Statistics, Social Sciences, Land management or any relevant areas

  • 10 years of relevant working experience in land use management or related field;

  • Relevant work experience with a demonstrable ability to undertake analytical reviews and provide action-oriented support in the area of land use management;

  • Strong coordination, facilitation, and relationship management skills, with experience and proven expertise in RS & GIS application;

  • Experience in developing an Atlas and guide book on the land use planning process;

  • Excellent report writing and communication skills in English.
