Kenya is the leading nation in East Africa. Agriculture, together with forestry and fishing, is an important sector of the economy and accounts for around 29% of the gross domestic product (GDP).
Smallholder farming is the predominant form of agriculture. Farmers lack access to innovations to improve both their income and employment opportunities in the agriculture and food sector and the regional supply of food. There are insufficient links between primary producers, processing businesses, training institutions, advisory services, research, the public sector, the private sector and civil society organisations. This hinders exploitation of the social and economic potential of the agriculture and food sector in Kenya.
The population of the administrative districts of Siaya, Kakameka and Bungoma, on which the country package focuses, lacks innovations to improve both their income and employment opportunities in the agricultural and food sector and the regional supply of food (core problem).
The module objective is: ‘In selected rural regions of Kenya, innovations in the agriculture and food sector have improved smallholder incomes, employment and the regional food supply.’
The international long-term expert as team leader is in charge of overall project management and is the main contact person for GIZ and partner organisations and is responsible for achieving the project outcome and output. He/she must speak English and German fluently, and must be familiar with GIZ management tools and in particular Capacity Works.
Major responsibilities of the team leader:
Advise government organisations and private sector companies on upscaling effective innovations for smallholder farmers in the dairy value chain and on implementing an effective and demand-driven extension service
Closely coordinate with the Project manager of FSDRP, IAP and the Soil Project, the M& E expert for all three projects as well as the GIZ project staff of the Sweet potatoes component of the IAP.
Adjust project concept and strategy according to requirements of GIZ and partner organisations
Implement global monitoring and evaluation system of GIAE according to specifications of global project
Project management, and in particular:
Leading the consulting company team and being the main contact person for GIZ
Financial management of the project (in close coordination with GIZ)
Reporting and report writing according to BMZ and GIZ requirements and schedule
Coordination with all stakeholders involved and ensuring transparency of project implementation for partner organisations
Assisting GIZ in further development and adjustment of project concept in due consideration of five critical factors of success of Capacity Works
Ensuring connectivity of project management to GIZ practice through applying Capacity Works
Planning, recruiting and steering of national and international short-term experts as agreed upon
Project Administration
Controlling and documentation of work progress
Establishment and implementation of M&E system for project activities
Planning and implementation of project-related studies
Contact person for international donors and German embassy, subject to approval of GIZ
Assisting GIZ in the preparation and implementation of project evaluation, and assisting GIZ in preparation of next phase.
Minimum requirements for qualifications and professional experience:
Master’s degree in agricultural science, economics, social science or related discipline
At least 12 years working experience in complex and donor-funded programs aimed at promotion of organisational, technical and institutional innovations in agricultural value chains with particular focus on all actors within the dairy value chain
Profound working experience in supporting: agricultural extension services and vocational training institutions; value chain promotion; private sector development; business start-up; farmer-based organisations and cooperatives; setup of innovation platforms; public-private partnerships involving national and international private sector companies; monitoring and evaluation; knowledge management; gender and youth issues; ICT applications
At least 5 years’ management experience as team leader of complex donor-funded projects
Excellent communication skills and networking ability
Excellent conceptual and strategic skills
Working experience in sub-Saharan Africa and/or Kenya.
The assignment of the long-term experts is scheduled to begin in August 2015. The end of the project will then be December 2017.
