The overall objective of this project is to contribute to the efficient and effective management and implementation of the IPARD Programme and to prepare the beneficiary country for effective implementation of structural funds upon accession.
Purpose 1: To increase the participation and the role of rural stakeholders in Agriculture and Rural Development policy design and implementation (including in the IPARD programme).
Purpose 2: To broaden and improve the support offered to rural stakeholders through the introduction of new IPARD measures and the strengthening of the institutions providing advisory services.
Purpose 3: To strengthen the capacity of the beneficiary institutions involved in the management and implementation of the IPARD programme.
The expected project results are:
Result 1: The Leader and Advisory Services measures are ready for national accreditation.
Result 2: Institutional and organizational capacity of the Managing Authority and IPARD Agency is strengthened for the efficient implementation of the LEADER and Advisory Services measures as well as for efficient coordination with the National Rural Network.
Result 3: The National Rural Network is established.
Result 4: The capacity of the institutions providing advisory services to farmers and micro and small agro-enterprises (IPARD potential beneficiaries) is strengthened.
The project will be comprised of long-term and short-term experts. The Consultant will propose a Team Leader who should work on full-time basis for the project and be available for the overall duration of the project. S/He will report on a monthly basis, on the progress made, on the different components of the project
Key experts have a crucial role in implementing the contract. Non-key experts will assist key experts with their work and dissemination of knowledge and expertise, and on-the-job training of the beneficiary throughout the duration of this Project.
All experts mobilised under this contract must:
have excellent communication and analytical skills;
be proficient in report drafting
be proficient in English; and
have excellent team working abilities.
All experts must be independent and free from conflicts of interest in the responsibilities they take on.
Qualifications and skills
- A University degree in the field of agrarian economics or agriculture or rural development or minimum 7 years of professional experience relevant to the duties in these ToR. Master's degree or PhD in the mentioned fields will be an asset;
- Excellent command of written and spoken English.
General professional experience
- Minimum 8 years of professional experience in the fields agrarian economics or agriculture or rural development (in addition to the years of professional experience which form a substitute for the diploma in case the expert would not have the degree required under Qualifications and Skills);
Specific professional experience
- Experience in the public or private sector or in donor funded projects in at least 1, preferably 3 projects[1]in the area of management and implementation of agriculture or rural development programmes.
- Specific experience in at least 2 projects[2]covering one of the following fields:
- Setting up/strengthening advisor service system in EU Member States or Candidate Countries;
- Programming of support measures for advisory services and improvement of training in line with EU and IPARD requirements;
The intended start date is December, 2014 and the period of implementation of the contract will be 16 months from this date.
