
About the Project
The Climate Resilient Horticulture Value Chain Development Project, funded by a $40 million loan and grant from the Asian Development Bank (ADB), aims to reduce poverty and enhance rural productivity in the Kyrgyz Republic. The project focuses on financing value chain infrastructures — processing, storage, and transport — to support increased production and promote sustainable agriculture practices.
International consulting services are required to assist the Ministry of Agriculture (MOA) with implementation management and supervision and progress reporting to ADB and the government. MOA will establish a dedicated PIU to implement the project and will be supported by an implementation support consultant (ISC).
Role Overview:
We are seeking an experienced International Horticulture Value Chain Specialist / Team Leader to lead our multidisciplinary team. The successful candidate will provide technical expertise, leadership, and oversight for the implementation of the project, ensuring objectives are met and sustainable outcomes are achieved.
Key Responsibilities:
- Lead the project implementation, ensuring activities align with the approved plan, milestones, and timelines.
- Support the Project Implementation Unit (PIU) and oversee the project management process.
- Provide a point of contact between the government MOA and ADB with project management structures to coordinate activities of individual specialists;
- Review and ensure compliance with grant and loan agreements.
- Develop comprehensive procurement documents, evaluate proposals and bids, and provide support during contract negotiations.
- Provide guidance on Environmental and Social Management Systems (ESMS) and financial management to Participating Financial Institutions (PFIs).
- Provide technical support to selected value chains and conduct capacity-building sessions for MOA staff, PFIs, and other stakeholders.
- Conduct annual reviews of subloans and participating financial institutions (PFI) loans.
- Master's degree or equivalent in a relevant field from an internationally recognized institution.
- Minimum of 10 years of experience in agribusiness development, with over 5 years in value chain development, preferably horticultural.
- Experience working on internationally financed projects, particularly those focusing on agricultural credit and small enterprise development.
- Fluency in English and Russian, with excellent written and verbal communication skills.
- Strong leadership skills and the ability to work effectively in large, multinational teams
