The Overall objective of this contract is to improve the efficiency of food systems in four states of South Sudan .
The purpose of this contract is to increase the smallholders' agricultural production in selected project areas.
The technical assistance procured under this contract will set up a Project Monitoring and Coordination Unit (PMCU) and will be responsible for coordination, oversight, monitoring, supervision, knowledge management and evaluation, including support and advisory services to projects managed by implementing partners and funded under the EU's rural development programmes in South Sudan. The PMCU will support the harmonisation of key approaches and identify and facilitate the implementation of best practices provided by implementing partners to final beneficiaries.
The project will target the areas where the EU's implementing partners are operating as part of the EU's food security and rural development programmes (mainly in the Greater Bahr el Ghazal Area and in Greater Upper Nile).
Education:
at least a Master's Degree or, in its absence, equivalent professional experience of 5 years above the minimum general professional experience requirement, in agronomy, rural development or other relevant field;
General professional experience:
At least 15 years' international experience in the area of: agricultural production, marketing, value chain, rural livelihoods in developing countries.
Specific professional experience:
At least 10 years' international experience in project management position;
At least 5 years' experience in monitoring and evaluation of rural development projects;
At least 5 years' experience working in sub-Saharan Africa in managing complex, multicomponent rural development programmes;
Previous work experience in South Sudan or in country with similar political situation is an asset;
Willingness and ability to travel to remote areas (the position involves significant amount of field work including long missions in very basic living conditions and limited access to services; the workload can be intense from a physical point of view, and the environment is generally very demanding);
Very good knowledge of project cycle management, of monitoring and evaluation methodologies in particular, and ability to provide related guidance to NGOs as necessary;
Knowledge of EU contract procedures is an advantage.

Computer literacy in Word, Excel, PowerPoint;
Excellent negotiation and communication skills;
Track record in the timely reporting and adherence to deadlines.
Language skills:
Excellent verbal and written English is essential.
