Impact Assessment study of the GIZ LRP Yogyakarta

The expert will implement a case study-based high quality Impact Assessment study of the GIZ LRP Yogyakarta. It is intended that the results of the study be published in a suitable outlet in order to highlight GIZ’s approach and to submit lessons learned for future similar interventions and projects. The consultant will implement a case study-based high quality Impact Assessment study of the GIZ LRP Yogyakarta. It is intended that the results of the study be published in a suitable outlet in order to highlight GIZ’s approach and to submit lessons learned for future similar interventions and projects. The objectives of the study are: To assess the impact achieved by the Livelihood Recovery Project in relation to the status of implementation up to the end of March 2011 To assess the approach and the activities in the three components of the project in terms of their effectiveness and the impact they have created. To assess and sum up the lessons learned among the beneficiaries and stakeholders involved in LRP activities. To study the synergy effects of technical assistance and financial assistance and their long-term sustainability in a time frame of at least one decade (2011 – 2021). To recommend effective Livelihood Recovery Strategies for the future and to present these to the GIZ, World Bank, JRF and local government. Tasks: The financial institutions and micro-credit expert will assess the impact of the microfinance related elements of the LRP. He/she will investigate the linkages between credit provisions, alternative credit sources and use of funds at the level of the microfinance institutions. Identify the effectiveness of default loan work-out strategies and the effectiveness of credit use by borrowers of the identified MFI. Assess the impact of training of MFI officers on the effectiveness and capacity of MFI operations; assess the institutional effectiveness and the sustainability of the loan processing mechanisms. Assess the revolving fund mechanism established by the JRF. Assess the two step refinancing approach linking BUKP (local non-bank non cooperative MFI) with BPR.  Conduct case studies of at least five micro finance institutions, including at least 10 individual clients.  
Qualifications: 
Profound knowledge of and long term experience with micro-finance oriented financial institutions in Asia Experience with impact assessment of micro finance credit programs in Asia Proven record of publications in applied development-oriented micro finance journals.
