The consultant will provide technical assistance to the ACP Secretariat to manage the support programmefor the consolidation of the action framework under the EU–Africa partnership on cotton. He / She will assist the ACP Secretariat in monitoring implementation of the programme by coordinating the activities of 3 focal points posted in Africa and review progress reports from the implementing partners. The consultant will also manage requests from ACP countries for assistance or grants under the cotton facility and ensure thatapproved requests are acted upon and approved proposals implemented according to the EDF procedures. The consultant will be charged with providing administrative support to the 'COS coton' ('Comité d'Orientation et deSuivi du Partenariat UE–Afrique sur le coton', a committee set up to guide and monitor the implementation ofthe EU–Africa partnership on cotton). The consultant will also provide technical assistance support to the ACP Secretariat for issues pertaining to other limited areas related to the implementation of the support programmefor the consolidation of the action framework under the EU–Africa partnership on cotton.
Qualifications and skills
The Team Leader-Technical Assistance Coordinator will have a university degree, in business, economics, agricultural-economics, rural development studies, law or social science or any other relevant background (15 years General Experience including 10 years specific experience in the areas indicates below)
He/she should demonstrate excellent analytical skills; excellent communication and team management skills; and possess strong administrative and organisational skills.
He/she shall have good command of English and French
General professional experience
At least Ten (10) years of experience in managing long-term capacity building projects as a team leader, experience working in ACP countries required.
Good knowledge of agricultural strategy development, inter-professional arrangements, public-private partnerships, public company reforms/liberalisation and related areas.
Proven experience with partner international organisations and in coordination in international development cooperation
Specific professional experience
At least five (5) years of experience dealing with agricultural commodities sector issues;
Experience in project management and services procurement in the EDF context;
Familiarity with the political context of the ACP regions will be an asset;
Familiarity with the main stakeholders of relevance to the Africa EU Partnership on Cotton will be an advantage;
Team Leader-Technical Assistance Coordinator (full-time, approx. 825 working days for 45 months)
Location
The TAT will be based in Brussels, Belgium. The activities of the project will be carried out principally in the ACP Africa /EU region. Specific activities might be implemented worldwide.
Commencement date & Period of implementation
The intended commencement date is 2 April 2013 and the period of implementation of the contract will be 45 months from this date.
