The project aims at demonstrating sustainable livestock value chains that deliver food of international quality standardsin 16 project counties in Henan province in China. The project will help 16 medium and large private livestock production and/or processing enterprises, project participating enterprises (PPEs), implement environmentally-sustainable livestock production and processing; and establish livestock product quality monitoring and testing system.
Qualifications:
The specialist will have
- at least a master’s degree in livestock production system, animal science, or a relevant discipline; and
- work experience in intensive (and/or commercial) livestock production or projects dealing with intensive livestock.
- In terms of team leader’s qualification, the specialist will have experience in preparing at least 3 projects of ADB or other international development banks, among which at least 1 project as a team leader. The specialist will take substantial responsibility as a team leader for timely submission of all deliverables at the standard required by ADB.
The specialist will:
- assess existing livestock production and processing system of each PPE and their subproject proposal in terms of
- environmental sustainability (with particular attention to solid and liquid livestock waste, water and energy consumption),
- animal health and welfare (prevention of animal diseases, humane treatment of livestock)
- livestock product and feed safety (feed quality, use of animal medicines and chemicals, use of food additives for livestock processed products),
- productivity, and
- employment generation, including that for farmers who produce feed crop and other who are involved in the supply chains of those PPEs:
- identify suitable target indicators that cover each of the five aspects listed in (vi) and collect baseline data and corresponding targets for the DMF;
- prepare a report that describes findings of (vi) and recommendations to strengthen the system based on proven international best practices;
- ensure those recommendations be reflected in subproject design to the extent possible;
- prepare a training program with cost estimates on livestock production and processing tailored to the specific needs, capacity, and requirements; and
- prepare a sector assessment and a development coordinationreport (both will be basis for relevant RRP linked documents) with relevant input from other team members.
