The project will assist in further strengthening of the National Veterinary Authority (Veterinary Directorate of theMinistry of Agriculture, Forestry and Water Management) in protection of animal health while ensuring animalwelfare, food safety and sustainable development of the agriculture sector. The project includes updating orpreparation of the plans or legislative acts associated to the combating of specific animal diseases, developmentof the national animal disease compensation plan and scheme (Fund), and the associated training of thebeneficiary staff and stakeholders.
The Team Leader will be in charge of overall project co-ordination and quality control, and should also have a substantive role in the technical assistance provided by the project.
The Team Leader's tasks will include, at least:
Managing the project team and coordinate project activities between the Veterinary Directorate and the Contracting Authority;
Assuming responsibility for the overall implementation of the project activities and achievement of project results;
Monitoring progress in line with the approved work programmes and budget provisions so as to ensure timely achievement of the interim progress milestones and ultimate project results, as well as a high quality of all project outputs;
Provide expertise in specified areas of animal health policy-making, drafting of legislation, implementation and enforcement, according to the work break-down structure proposed by the Contractor;
Be responsible for detailed analysis of all the outputs and correspondence produced or circulated by the project and their full quality assurance.
Contribute to other activities of the project team, details of which will be determined during the Inception Phase of the project.
Qualifications and skills
- A bachelor's degree (where a university degree has been awarded on completion of 3 years study in a university or equivalent institution) in the veterinary medicine or other relevant discipline. A Master/Phd in veterinary medicine or other relevant discipline (following the award of the degree) is an advantage.
General professional experience
- Minimum 10, but preferably 15 years of post-graduate professional experience in the area of agriculture or food safety or veterinary medicine.
Specific professional experience
Minimum 5, preferably 7 years of professional post graduate experience in the Veterinary Sector.
Proven post graduate experience of minimum 2 years, preferably 3 years, in implementation of national programmes for control and/or eradication of contagious animal diseases in a competent authority of an EU member State or in a relevant EU institution (DG SANCO, EFSA, ECDC, EMA, FVO, Community Reference Laboratories for animal diseases).
Experience in leading teams in the public or private sector and/or in donor funded projects in one to three projects of similar size, complexity and duration.
