Mid-term evaluation of the rural development and nutrition programme of the support measure for the resilience

 

Burundi is one of the poorest countries in the world, with a human development index ranking it 216th out of 221 (2017). The main reasons for this situation are (i) the socio-political and ethnic crises that have followed one another since independence in 1962; (ii) the instability and population displacements that have resulted;
(iii) climatic hazards and a poor international economic situation. 
The European Commission wishes to carry out a mid-term review of the TUBEHONEZA programme, the rural development and nutrition component of the support it provides to the people of Burundi in order to improve their living conditions and resilience. 

Services provided include, but are not limited to:

  • Interviews with managers and partners, visits to typical sites and achievements, and a documentary analysis;
  • An independent, results-oriented approach to information gathering;
  • Data verification (IOV) and "triangulation" (based on project "results reports" and technical assistance synthesis work at programme level and monitoring-evaluation reports if they exist);
  • A review through the prism of the usual criteria (DAC, and specific criteria);
  • An objective and balanced analysis (SWOT approach: Strengths, Weaknesses, Opportunities, Threats);
  • Systematic consideration of important cross-cutting aspects: gender, environment and governance;
  • Synthesis based on the theory of change/ reconstruction of the intervention logic.
