The Credit Line for Energy Efficiency and Climate Protection (CLEECP) to the Land Bank of the Philippines with a total volume of 20 Mio. EUR is supported by interest grant funds of the International Climate Initiative of the German Federal Ministry of Environment and was launched in December 2008.
The objective of the evaluation was to give recommendations for the future design of the Credit Line for Energy Efficiency and Climate Protection assessing the potential scope for eligible investments in the field of energy efficiency, renewable energy and the use of climate friendly refrigerants. Furthermore, the study developed eligibility criteria and a monitoring proposal, which is needed to assess the achievements of the credit line.
Services included:
- Analyse the focus areas for eligible investments by collecting information on national mitigation potential and on national priorities on mitigation/development.
- Barrier analysis including an evaluation of the implementation of CLEECP since 2008.
- Prioritise the options using the cost/impact criteria.
- Develop a proposal for emission reductions targets of the respective measures, eligibility criteria as well as a concept for monitoring.
