As part of GIZ’ Sustainable Agricultural Economy Project (PEAD), GOPA AFC is implementing the third component of the project, aiming to strengthen access to financing and investments for Professional Agricultural Organizations (OPAs) in Tunisia. The objective of this component is to develop the knowledge of OPAs and SMEs about suitable financing options and to enhance their ability to request appropriate financing instruments.
For this component, financial coaching is an essential element of our support to OPAs in the incubation phase of the training process (Concours Coopreneurs) . This initiative is part of the professionalization approach of OPAs adopted by PEAD, which identified access to financing as a key element.
Indeed, OPAs are showing increasing interest in credit services. However, faced with the growing diversity of offerings from financial institutions, they encounter difficulties in fully benefiting from them. They often lack an understanding of the various financial products, methods of evaluation and cost comparison, as well as the ability to present their financial performances attractively for financing institutions. That is why GOPA AFC has set up a program combining training and financial coaching, aimed at inducing a lasting change in the financial mentality and behaviours of OPA managers, by adopting a learner-centred approach.
Before the financial coaching, the OPAs benefited from financial education training, using materials that were developed by our team. This includes five modules on the basics of financial education, financial analysis tools, available financing opportunities, and the preparation of business plans for OPAs. This material has been enhanced through a train-the-trainer program, and then used to train 13 OPAs selected over two cycles to continue the Coopreneurs contest, operating in the north-west and central-west regions, intervention zones of PEAD. The OPAs benefiting from our training are active in the olive oil, almond, beekeeping, dried tomato, and aromatic and medicinal plants sectors. To capitalize on the achievements of the training, our experts produced a training guide in financial education and its applications to OPAs, available in French and Arabic, for use in continuous training.
The financial coaching, which followed the training, consisted of close support for OPAs in the development of their business plans, focusing on the application of knowledge acquired in financial education, particularly in the evaluation of the profitability of business projects and the identification of suitable financing options. The coaching process also focused on access to grants and subsidies, highlighting the procedures and conditions related to these sources of financing.
The phase of financial coaching lasted between three to four months for the OPAs of cycle 1. Among the eight beneficiary OPAs, seven obtained a local subsidy from the PEAD project. They all finalized their business plans and submitted credit requests to the financial institutions of their choice. To date, three OPAs have received agreement notifications, while the other four OPAs are awaiting official confirmation.
As for the five OPAs of cycle 2, they have all successfully presented their projects to the evaluation committee, and all of them have received a local subsidy. Following this, they will adjust their financing plans to finalize their business plans. These will then be presented to financial institutions in order to obtain the necessary credits for the implementation of their investment projects.

Renforcement de l'Accès au Financement des Organisations Professionnelles Agricoles en Tunisie : L'Approche de GOPA AFC
Dans le cadre du Projet Économie Agricole Durable (PEAD), le cabinet de conseil GOPA AFC assure la mise en œuvre de la composante 3 du projet. Cette dernière vise à renforcer l'accès au financement et aux investissements des Organisations Professionnelles Agricoles (OPA) en Tunisie. L'objectif de cette composante est de développer la connaissance des OPA et des PME sur les options de financement appropriées et de renforcer leurs capacités à solliciter des instruments de financement adaptés.
Pour cette composante, le coaching financier est un élément essentiel de la mission de GOPA AFC visant à soutenir les OPA en phase d’incubation du concours coopreneurs. Cette initiative s'inscrit dans l'approche de professionnalisation des OPA adoptée par le PEAD-GIZ, qui a identifié l'accès au financement comme un élément clé.
En effet, les OPA manifestent un intérêt croissant pour les services de crédit. Toutefois, face à la diversité croissante des offres des institutions financières, elles rencontrent des difficultés à en tirer pleinement profit. Elles manquent souvent de compréhension quant aux différents produits financiers, aux méthodes d'évaluation et de comparaison des coûts, ainsi qu'à la capacité à présenter leurs performances financières de manière attrayante pour les institutions de financement. C'est pourquoi GOPA AFC a mis en place un programme combinant formation et coaching financier, visant à induire un changement durable dans la mentalité et les comportements financiers des gestionnaires des OPA, en adoptant une approche centrée sur les apprenants.
Il convient de rappeler qu'avant le coaching financier, les OPA ont bénéficié d'une formation en éducation financière, utilisant un matériel développé par GOPA AFC. Celui-ci comprend 5 modules sur les bases de l'éducation financière, les outils d'analyse financière, les opportunités de financement disponibles et la préparation de plans d'affaires pour les OPA. Ce matériel a été amélioré grâce à une formation de formateurs, puis utilisé pour former 13 OPA sélectionnées sur deux cycles (8 OPA pour le c1 et 5 OPA pour le c2) pour poursuivre le concours coopreneurs, opérant dans les régions du nord-ouest et du centre-ouest, zones d'intervention du PEAD. Les OPA bénéficiaires de la formation GOPA AFC sont actives dans les filières huile d'olive, amande, apiculture, tomate séchée et plantes aromatiques et médicinales (PAM). Pour capitaliser sur les acquis de la formation, GOPA AFC a produit un guide de formation en éducation financière et ses applications aux OPA, disponible en français et en arabe, pour une utilisation dans la formation continue.
Le coaching financier, qui a suivi la formation, a consisté en un accompagnement rapproché des OPA dans l'élaboration de leurs plans d'affaires, en mettant l'accent sur l'application des connaissances acquises en éducation financière, notamment dans l'évaluation de la rentabilité des projets d'affaires et l'identification d'options de financement appropriées. Le processus de coaching a également porté sur l'accès aux subventions, en mettant en lumière les procédures et les conditions liées à ces sources de financement.
La phase de coaching financier a duré entre 3 et 4 mois pour les OPA du cycle 1. Parmi les 8 OPA bénéficiaires, 7 ont obtenu une subvention locale du projet PEAD. Elles ont toutes finalisé leurs plans d'affaires et soumis des demandes de crédit aux institutions financières de leur choix. À ce jour, 3 OPA ont reçu des notifications d'accord, tandis que les quatre autres OPA (du cycle 1) sont en attente de confirmation officielle.
Pour ce qui est des 5 OPA du cycle 2, elles ont toutes présenté avec succès leurs projets devant le comité d'évaluation. Ce qui leur a valu l'octroi d'une subvention locale chacune. Suite à cela, elles ajusteront leurs plans de financement pour finaliser leurs plans d'affaires. Ces derniers seront ensuite présentés aux institutions financières dans le but d'obtenir les crédits nécessaires pour la réalisation de leurs projets d'investissements.
