Sustainable Energy and Climate Change Adaptation for Resilience (SECCAR) in Libya

Background and Rationale:

Preparation of the National Adaptation Plan and its 3 Sectoral Adaptation Plans (Water – Agriculture – Energy) for the Libyan Government

Objectives

  • The conditions for promoting sustainable energy and adapting to climate change are improved at the national and local levels.
  • The national capacity for the implementation of the international climate change agenda and environmental obligations is strengthened, and environment and climate governance are improved.
  • The national energy regulation framework is improved, inclusive of renewable energy, and access of Libyan population to electricity is improved.

Tasks:

  • Coordinate the multi-stakeholder processes at the different levels.
  • Coordinate the activities with 2 local GIZ-long term experts.
  • Coordinate and implement capacity building processes in climate change adaptation (climate risk analysis, adaptation options, its financing and monitoring) in the water, agriculture and electricity sector.
  • Coordinate and facilitate CRA in the water, agriculture, electricity sector.
  • Provide technical inputs for the elaboration of the national and the sectoral adaptation plans.
  • Establish and maintain networks with the partner institutions.

Qualifications: 
  • University degree (e.g., bachelor, ‘master or equivalent) in geography, agriculture, biology, natural resource management, environmental science, water management, hydrology or renewable energy
  • Arabic proficiency at the C2 level and English, C1-level in the Common European Framework of Reference for Languages 
  • 3 years of professional experience in natural resource management with a focus on climate change adaptation
  • 3 years of professional experience in climate change adaptation options:  agriculture sector (soil management, combat desertification, adaptive crops, irrigation, early warning systems, etc.)
  • 7 years of professional experience in Libya
  • 2 years of experience in development cooperation projects
  • Established network with governmental partner institutions in the environmental, agricultural and water sector
Start / Duration: 

The project is scheduled to start in July 2024 with a duration of 30 months, 70 days in Libya, 20 days in Tunis (Tunisia), total 90 days over the 30 months
