Sustainable Energy and Climate Change Adaptation for Resilience (SECCAR) in Libya

Background and Rationale:

Preparation of the National Adaptation Plan and its 3 Sectoral Adaptation Plans (Water – Agriculture – Energy) for the Libyan Government

Objectives

  • The conditions for promoting sustainable energy and adapting to climate change are improved at the national and local levels.
  • The national capacity for the implementation of the international climate change agenda and environmental obligations is strengthened, and environment and climate governance are improved.
  • The national energy regulation framework is improved, inclusive of renewable energy, and access of Libyan population to electricity is improved.

Tasks of the expert

  • Coordination of the multi-stakeholder processes at the different levels
  • Coordinate the activities with 2 local GIZ-long term experts
  • Design and realize capacity building processes in international climate policy (Paris Agreement, NDCs, National Adaptation Plans, etc.), climate change adaptation (Climate Risk Analysis, CRA, adaptation measures and its monitoring) in the water, agriculture and electricity sector
  • Plan and implement CRA in the water, agriculture and electricity sector
  • Provide methodological and technical inputs for the elaboration of the national and the sectoral adaptation plans
  • Provide technical inputs and advise for the development and implementation of projects in the water-energy-food-climate change-nexus.
  • Provide input for the development of a strategy for accessing climate finance for adaptation
  • Report activities and results
Qualifications: 
  • Postgraduate university degree (e.g., ‘master or German Diplom’) in geography, water management, hydrology, agriculture, engineering, energy, biology, climate change, economics, natural resource management or environmental science.
  • Knowledge of English, C1-level in the Common European Framework of Reference for Languages and C2-level Arabic 
  • 5 years of professional experience in climate change adaptation policies and climate finance instruments
  • 5 years of professional experience in climate risk analysis, adaptation options, their financing and monitoring
  • Background and experiences in the agriculture sector: soil management, combat desertification, adaptive crops, irrigation, early warning systems, and the nexus between water, energy, food and climate
  • 5 years of professional experience in the MENA region (see the countries above in the list of abbreviations).
  • 3 years of experience in development cooperation projects
Start / Duration: 

The project is scheduled to start in July 2024 with a duration of 30 months, 70 days in Libya, 20 days in Tunis (Tunisia), total 90 days over the 30 months, 35 days in home country, 20 days in Tripoli / Lybia, 20 days in Tunis (Tunisia), total 75 days over the 30 months
