Sustainable Energy and Climate Change Adaptation for Resilience (SECCAR) in Libya

Background and Rationale:

Preparation of the National Adaptation Plan and its 3 Sectoral Adaptation Plans (Water – Agriculture – Energy) for the Libyan Government

Objectives

  • The conditions for promoting sustainable energy and adapting to climate change are improved at the national and local levels.
  • The national capacity for the implementation of the international climate change agenda and environmental obligations is strengthened, and environment and climate governance are improved.
  • The national energy regulation framework is improved, inclusive of renewable energy, and access of Libyan population to electricity is improved.

Tasks of the expert

  • Overall responsibility and control for the workpackages of the contractor
  • Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at national level, sectoral and local level
  • Design, implementation, monitoring and evaluation of capacity development measures for local partners in climate change adaptation and the respective international and national policies and processes, as well as coordination mechanisms, resulting in a National Adaptation Plan.
  • Responsibility for taking cross-cutting themes into consideration (for example, gender equality and also the water-energy-food-climate change-nexus)
  • Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts
  • Ensuring that monitoring procedures are carried out
  • Regular reporting in accordance with deadlines
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ
  • Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase
Qualifications: 
  • Postgraduate university degree in geography, natural resource management, environmental science, biology, agriculture, energy, water management, hydrology, climate change, international development or economics.
  • Knowledge of English, C1-level in the Common European Framework of Reference for Languages
  • 10 years of professional experience in international development cooperation and project management and coordination of multi-stakeholder processes
  • 10 years of professional experience in international climate change adaptation policies (Paris Agreement, NDCs, National Adaptation Plans, etc.) and climate change adaptation (Climate Risk Analysis, adaptation measures, monitoring of adaptation) and climate finance in the water or agricultural sector
  • 10 years of management experience in companies or other organisations with disciplinary leadership responsibility
  • 5 years of professional experience outside of the MENA Region
  • 5 years of professional experience in the MENA-Region (see the countries above in the list of abbreviations)
  • 10 years of experience in development cooperation projects
Start / Duration: 

The project is scheduled to start in July 2024 with a duration of 30 months, 90 days in home country, 36 days in Tunis (Tunisia), total 126 days over the 30 months
