The operation 'Activation of "Speciality foods cluster" in the south-eastern Anatolia Region' will contribute to progress on increasing the competitiveness of the south-eastern Anatolia Region in national and international markets.
The project will facilitate activation of a speciality food products cluster in the south-eastern Anatolia Region (GSFC).
In due course, the project, at hand, includes activities geared towards development of a portfolio of speciality food products, activation of the cluster and ensuring sustainability of the cluster initiative.
The Team Leader will primarily be responsible for overall management of the project. S/he will work full time for the project.
Job Description: The TL will be responsible for the coordination and management of the technical assistance and inputs provided by the TAT (including the non key experts). In his/her capacity as the leader of the TAT, s/he will;
- Maintain fulltime presence in Turkey, at the duty station, during the lifespan of the project,
- Produce the technical parts of the contractual reports, such as the inception report, progress reports, and final report, by obtaining inputs from key and non key experts,
- Produce, in cooperation with the other members of the technical assistance team, the work plans and resource schedules, and identify the profiles of the non key experts to be mobilised by the Contractor,
- Review the technical reports and proposals to be produced by the key and non key experts and assure quality and coherence of reports,
- Represent the project at key project-relevant events and meetings,
- Monitor on a daily basis the progress of the project against the pre-determined and agreed upon time plans, and report possible deviations from the predetermined and agreed upon time plans and resource schedules to the beneficiary,
- Lead the clustering and networking activities of the Project
- Report to the Senior Representative of End Recipient
Qualifications and skills
- Bachelor, Bachelor’s degree in Economics or Administrative Sciences or Engineering (i.e. Management Engineering, Industrial Engineering, Production Engineering, Food Engineering). In absence of mentioned degree, bachelor’s degree in any other field together with 10 years of relevant professional experience will be accepted.
- Excellent command of English (speaking, reading and writing),
- Full computer literacy,
General professional experience
- Minimum of 10 years of professional experience and more will be considered as asset up to 20 years of professional experience
Specific professional experience
- Minimum 1 year of experience in the field of business development as a team leader / project manager under projects/programmes/organizations/institutions. (References including 1 year or more experience under only one project/programme/institution will be considered acceptable under this requirement.)
- Preferably 7 years but a minimum of 5 years of experience in provision of services on regional-local development in the projects/programmes/organizations/institutions.
- Preferably more than 3 years, but a minimum of 2 years of experience in provision of services on cluster development in the projects/programmes/organizations/institutions preferably in the food industry.
The operational base of the Project is Şanlıurfa. In addition to the operational base, the locations where certain project activities can take place include Adıyaman, Gaziantep, Kilis, Mardin, Diyarbakır, Batman, Siirt, Şırnak as well as İstanbul, Ankara, İzmir and Antalya for the project activities geared towards networking, promotion and market research.
Base of operation for key experts is the project area. Up to %5 home based work is possible upon prior approval from CA and this will be assessed on a case by case basis.
The intended start date is July 2016 and the period of implementation of the contract will be 24 months from this date.
