
Background
In the context of the EIB-funded Georgia Loan for SMEs Outreach Initiative, for an envisaged TA project to the benefit of a commercial bank, we are looking for seasoned experts, who are able, willing, and capable to work (either long-term or short-term) in Georgia on the following two core topics:
1. Development of lending strategy and business planning capacity with a special focus on SME lending
- Conduct market research, identifying new potential segments or geographical areas, developing best approaches to enter such new markets.
- Identify and capitalize on competitive advantages of the bank.
- Develop a conceptual and strategic vision tailored to bank’s needs and capabilities, functional strategies for key departments, business model, product/service suggestions, scenarios, outline of financial projections etc.
- Revise the existing service models and reengineer processes, if necessary.
- Analyze business/financial plans and provide recommendations on how to strengthen the internal planning capacity of the bank, including the monitoring and the development of plans in the future.
- Provide further recommendations for the optimization of business processes.
- Adopt innovative approaches and digital transformation as an important step to enhance competitive position of the bank.
- Design a work plan with specific actions to be taken to facilitate implementation of the strategy, ongoing monitoring, and revisions of the plans.
Required Expertise
Qualifications and skills
- University Degree in Economics, Law, Banking, Business Administration, or related disciplines; good analytical and reasoning skills and the capacity to provide sound judgement concerning the issues in his/her area of expertise.
- Computer literacy.
General professional experience
- At least 8 years of relevant professional experience in banking with an MSME focus.
Specific professional experience
- 8 years of relevant professional experience in microfinance and/or SME finance.
- At least 5 years of proven practical experience in supporting commercial banks to:
- develop an institutional strategy in MSME finance
- optimize processes and procedures, including digital transformation
- develop functional strategies for key departments, business model(s), new products and services for SMEs, scenarios, financial projections, etc.
Language skills
- Fluency in written and spoken English is essential; knowledge of the Georgian and/or Russian would be an advantage.
2. Strengthening the framework of internal rules and procedures, including KYC and AML-CFT
- Develop the framework of internal rules and procedures for strategic management process
- Develop specific functional strategies, for business planning as well as for budgeting processes.
- Review current KYC and AML-CFT practices and ensure compliance with applicable legislation and the FATF recommendations and standards.
- Develop proposal for integration of AML-CFT aspects in strategic management processes.
- Review and improve the KYC and AML-CFT due diligence on relevant final beneficiaries, in accordance with applicable legislation and the Financial Action Task Force recommendations and standards.
