Improve animal health services in the livestock value chain in Ethiopia (LVC-PPD)

The action will foster and strengthen public-private dialog (PPD) in promoting an enabling environment to encourage and improve investment in the livestock sector with the final objective of adding value to the livestock commodity production chains by integrating strengthened animal health, advisory and regulatory services. The project will support the Ethiopian Government in the rationalisation of veterinary services, especially in the field of (ii) development of standards; (iii) implementation of certification procedures; (iv) improved environmental management to reduce adverse impact of production and processing activities; and (v) the development and adoption of appropriate traceability systems.
Qualifications: 
Qualifications and skills: University degree in agriculture/agriculture economics, veterinary medicine or equivalent; Post graduate studies would be considered an advantage; Post graduate degree in a relevant field veterinary speciality (e.g. Veterinary Epidemiology) for one of the two experts, would be considered an asset; Excellent managerial, organisational and planning skills, together with good communication skills; Proficiency in English and in the use of common word-processing and spread sheets; General professional experience Minimum 10 years of relevant professional experience in developing countries, at least 5 of which have been in Africa. For the team leader a minimum of 15 years experience, with 7 years in Africa and at least 5 years as team leader in large projects; Management and administration of EDF funded projects, including thorough knowledge of the Project Cycle Management, implementation of Programme Estimates, EDF management and procurement procedures; Demonstrated ability to work in multi-cultural and multi-disciplinary team of experts; Specific professional experience In depth knowledge of the Livestock Value Chain and trade of live animals and their products; Familiarity with the meat value chain, in both commercial and pastoral production systems; Substantial experience in the animal health, production and trading sector, in particular in managerial/advisory functions in similar projects dealing with animal health and livestock value chain development; Proven experience in animal health services delivery, in particular in the regulatory framework and epidemio-surveillance systems; Involvement in recent similar projects in the Greater Horn of Africa region will be an asset.  
Start / Duration: 
The intended commencement date is March 2012 and the period of implementation of the contract will be 24 months from this date.
