Ghana Market Oriented Agriculture Programme (MOAP)

The GIZ funded Market Oriented Agriculture Programme (MOAP) supports the development of a market oriented agriculture in Ghana.

In this context, AFC works with private sector actors along various agricultural value chains in the Middle Belt and Southern Ghana as well as in the Upper-West Region of Ghana with the aim of increasing climate sensitive production in agriculture, strengthen inclusive business models and service provision and enhance the capacities of common interest groups. The activities in Upper-West are co-financed by the EU. The overall responsibility of AFC’s intervention lies with the Team Leader in Accra, who is the direct superior of the leader of the north-west project component.

The Leader of the Upper-West project component manages a team of 1 international and 10 national long-term experts, plus support staff. The activities in North-West Region focus on the set-up and strengthening of service providers, who support small scale farmers as well as processors with special focus on groundnut, vegetables, rice, mango, soya, sorghum and cashew. On top of that, the project intends to support the demand-driven provision of advisory services that are guided by principles of conservation agriculture.

Responsibilities of the Leader of the Upper-West project component.

  • In consultation with the Team Leader, oversee value chain analysis and strategic support decisions in North-West Region for the relevant project outputs
  • Supervise operational planning (annual and 3-year period) in North-West Region
  • Plan budget and oversee expenses
  • Human resources management, staff talks, milestone setting, reporting by staff
  • Ensure timely delivery of results by staff
  • Elaboration of Terms of Reference for international and national short-term experts
  • Coordination of activities with partners (regional and districts departments of agriculture, private companies, NGOs)
  • Capacity building for Development Advisors in the Programme
  • Coordination with other outputs of MOAP
  • Contribution to regional development partner coordination
  • Quality assurance of capacity building interventions (curricula, training material, implementation)
  • Ensure the observance of support principles and guidelines set by the programme
  • Assurance of meaningful, comprehensive and timely data collection
  • Reporting to MOAP Programme Leader, EU Delegation and MoFA

 

Qualifications: 
  • MSc. minimum
  • University studies in agriculture or economics
  • Knowledge of the GIZ Value Links approach is an asset
  • Familiarity with the support of inclusive business models in agricultural value chains
  • Experience of successfully managing staff and budgets
  • Expertise in minimum two the following topics: irrigated agriculture, cultivation of mangoes, of vegetables and/or of rice, mechanisation, solar energy use, conservation agriculture
  • Minimum 10 years professional experience of project management and/or development of organisations supporting rural development
  • Preferably 5 years professional experience of working in a climate with a distinct dry season
  • Preferably experience of working at managerial level in a GIZ or EU project
  • Spoken and Written English: Negotiating level

Duty station and time frame:

Duty station is Wa in the Upper West Region.

Start as soon as possible. The current project phase and as such the assignment runs until 31.12.2019. A second phase of up to 2-3 years is highly likely.
