EU–Africa partnership on cotton

The Cotton Policy Monitoring expert will have to perform the following priority tasks:

  • implement the monitoring system of the Action Framework with objectively verifiable indicators (OVI); in the context of this monitoring, solicit ACP actors (public and private) in the sector to obtain regular information on the activities carried out within the framework of the Partnership;
  • On the basis of information collected from stakeholders and Regional cotton Focal Points, and those provided by members of the COS cotton, including the European Commission and Member States, prepare a biannual update and annual Comprehensive report on activities carried out within the partnership for distribution after steering Committee approval;
  • Search, compile and analyze additional information to provide to the communication expert inputs necessary to update regularly (twice a month) the Website www.coton-acp.org / acp-cotton.org and ensure, in collaboration with the Communication expert, interaction with users on the information presented (in French and English);
  • Assist in the organisation of meetings with donors providing support to ACP African cotton sector to concretely identify the sources and resources for the implementation of the Action Framework ;
  • Help in the technical preparation of specific activities initiated by the COS cotton;
  • Provide ACP Secretariat and COS-coton with information related to various ares contained in the Action Framework of the Partnership, based on activities selected by COS-coton.
Qualifications: 

Qualifications and skills

A university degree in economics, agricultural-economics, rural development studies, sociology, organisational analysis, or a comparable qualification, or equivalent experience (10 years General Experience including 7 years specific experience in the areas indicates below)

Ability to work both in English and French; excellent drafting and data analysis skills.

General professional experience

Minimum of 7 years of professional experience with agricultural organisations, agricultural sector institutions, capacity building and support to farmer groups

Specific professional experience

At least five (5) years experience dealing with cotton sector issues, including at least 3 years of specific experience related to monitoring of donor interventions;

Experience in Donors funding monitoring;

Previous experience with the main stakeholders of relevance to the Africa EU Partnership on Cotton will be an advantage;

Start / Duration: 

The project will be based in Brussels, Belgium. The activities of the project will be carried out principally in the ACP Africa /EU region. Specific activities might be implemented worldwide.

The intended commencement date is 2 April 2013 and the period of implementation of the contract will be 45 months from this date.
