Energy efficiency (EE) and environmental measures (EM) are gaining importance in Serbia taking into consideration the growing disparity between energy demand and supply capacity that has led to electricity shortages and shut-downs as well as a growing reliance on energy imports.
The aim of the programme is to promote energy efficiency (e.g. in public buildings or transport), renewable energies and other environmental measures in municipalities and PUCs as well as to establish EE/EM-financing for the municipal area via the Serbian banking sector.
The 2 commercial banks (Intesa and Komercijalna) already selected for this TA programme are well qualified partners for the promotion of specific EE/EM measures in the municipal area. Both banks are very active already in general municipal financing.
Hence, KfW is planning to establish new credit lines in order to address the above-mentioned financing barriers for EE/EM investments in the municipal area. In addition to Intesa and Komercijalna, KfW considers to integrate a third Serbian bank into the new programme.
But there is a lack of training and know-how in the field of energy efficiency and environmental measures in the Serbian financial sector in general and also with the 2 commercial banks so far under consideration for the programme. Therefore, the input of external expertise through the provision of technical assistance (TA) is required.
These TA measures shall support the 2 pre-selected and possibly another commercial bank with preparation and implementation of EE/EM investments in the municipal area including the necessary adaptation of credit procedures. Furthermore, demand among municipalities and PUCs for EE/EM investments shall be strengthened via marketing and awareness-building measures
- Energy market and energy sector legislation and regulation
- Energy process engineering, design (and understanding) of EE projects, energy audits, energy performance contracting understanding and knowledge of RE technologies, their availability and regulatory environment in Serbia
- Experience in designing RE projects technically (and financially), in the areas of wind, biomass, small hydro and photovoltaic
- Experience in feasibility studies for small hydro RE projects (technically: water flow, energy potential; legislative/administrative: ownership, protected zones, environmental aspects, urban planning) and for biomass (combustion, production, CHP)
- Electrical engineering, transmission systems and grid stability understanding of estimating and calculating CO2 emission reductions
- Experience in consulting banks in CEE in issues of EE and RE lending and monitoring experience in carrying our energy audits and developing and implementing EE/RE calculation, monitoring and reporting tools
- Experience with other environmental measures investments
Duration of the services is expected to be up to 24 months. It is expected that the bulk of consulting services is rendered in the first half of the assignment.
In the second half the consultants shall phase out its engagement and focus mainly on supporting the partner banks with the implementation of the EE/EM lending operations in the municipal area.
