IPA 2009 "Consolidation of Food Safety System in Albania"
The restructuring of the food safety system in Albania goes in line with the National Strategy for Agriculture (2007-2013) on the principles, priorities and conditions contained in the European Partnership with Albania. The medium term objective is to achieve substantial improvements in terms of food safety and phytosanitary and veterinary conditions, in compliance with EU requirements.
The overall objective of the project is to improve consumer protection in Albania against food-borne diseases due to the implementation and enforcing of improved food safety standards.
The purpose of this action is to consolidate the administrative capacity of the Ministry of Agriculture, Food and Consumer Protection and the National Food Authority to implement the national food safety policy and enforce the related legislation in line with the EU acquis.
Qualifications:
The expert will report to the Team Leader. He/she will assist the Team Leader in planning and implementing activities, in particular, he/she will be involved in the legal gap analysis, the review of the national legal approximation plan, assist in the drafting of new legislation foreseen in these ToR, devise the administrative and technical procedures for monitoring of pesticide residues, advise on upgrading of laboratory diagnostic capacity of such residues, conduct training of plant health inspectors in the field and BIPs.
Qualifications and skills
University degree in a relevant discipline (preferably plant health/phytosanitary),
Complementary postgraduate qualification in law will be considered an advantage,
Be familiar with the legislative functionality of a National Food Authority, or equivalent structure covering plant health, established in an EU member state or a Candidate/Potential Candidate country,
Have very good knowledge of the English language, including effective spoken presentation and written reporting abilities,
Computer literacy at user’s level.
General professional experience
Have preferably 10 years experience in plant health activities, including pesticides residues, but not less than 7 years,
Have preferably 3 years professional experience of working with or for a public institution of an EU member State or a Candidate/Potential Candidate country to accede to the EU in the plant health services, but not less than 1 year
Specific professional experience
Has preferably one year of experience in an EU member State or a Candidate/Potential Candidate country to accede to the EU related to the development and/or harmonisation of plant health legislation with the respective EU legislation but not less than three months.
