Capacity Building for efficient utilisation of Biomass for bioenergy and food security in the greater Mekong subregion

The subject of this regional capacity development technical assistance (R-CDTA) aims to improve utilization of biomass in Cambodia, Laos PDR and Viet Nam (CLV). This will be achieved through: (i) harmonization of sustainable standards, certification systems, and other mechanisms to enhance regional cooperation on bioenergy development with food security ensured; (ii) implementation of pilot projects to demonstrate mechanisms for scaling up biomass investment projects for bioenergy or food security; (iii) capacity-building support for project stakeholders; and (iv) knowledge products and awareness campaign. The mechanisms for scaling up demonstrated under the R-CDTA are expected to lead to ensuing ADBs investment projects in Cambodia, Laos, and Viet Nam.
Qualifications: 
The specialist will (i) perform a variety of professional duties required to design and implement capacity-building programs and awareness campaigns on the benefits of biomass technologies to climate change mitigation, food security, and health, using web-based, DVD-based,2 media-based, and written materials; (ii) implement distance learning courses using a blended approach as appropriate; (iii) work closely with the social development specialist to prepare gender-sensitive interventions for both technical and social learning; and (iv) organize a project implementation training program for the pilot run under the TA of the ensuing ADB investment project.
Start / Duration: 
The R-CDTA will be implemented over 42 months, starting from July 2011 to Dec 2014
