Advisory Services for Resilient Agri-Food Systems – ASRAFS 2.0

Background and Rationale:

The European Union, through the Directorate-General for International Partnerships (DG INTPA) and specifically its unit INTPA.F3 “Sustainable agri-food systems and fisheries”, plays a central role in addressing global challenges related to food and nutrition security (FNS). INTPA.F3 is responsible for shaping and promoting EU policies aimed at ensuring sustainable agricultural and aquatic-agri-food systems, and supporting their effective implementation in partner countries. Against this backdrop, the European Commission seeks to strengthen its technical and policy capacity to support partner countries in achieving these goals

Overall objective

The overall objective (Impact) to which this action contributes is the development of sustainable9 agriculture and agri-aquatic food systems and the improvement of food and nutrition security in partner countries in alignment with the EU Global Gateway investment strategy

The specific objective (Outcome) of this contract is as follows:

Specific objective to provide high quality, relevant advisory services to support EU partner countries in leveraging public and private investments to realise the transition to sustainable agriculture and aquatic-agri food systems (SAAFS) and improve food and nutrition security.

Qualifications: 
  • Master’s (or equivalent) degree in Agricultural sciences, economics, sustainable development studies, or directly related disciplines, or Bachelor’s degree in the same fields plus four years of relevant professional experience, in addition to the minimum general professional experience requirements mentioned below.
  • Fully computer literate, proficient user of Microsoft Office, collaborative tools and good understanding of database software.
  • Fluency in English, at least C1 Level (reading, writing, speaking).
  • Fluency in French, at least C1 Level (reading, writing, speaking).
  • B2 Level (reading, writing, speaking) in Spanish or Portuguese will be considered as an asset

General professional experience

  • At least 10 years of professional experience in policies, programmes and projects related to SAAFS/FNS.
  • At least 5 years of field experience in countries on the DAC list of ODA recipients.11

Specific professional experience

  • At least 5 years’ of experience in leading teams of experts as well as managing multiple short term assignments at the same time.
  • At least 2 field experiences of more than 6 months in managing EU-funded projects or programmes.

The expert needs to be based in Europe, ideally in Brussels.
