Climate Finance Specialist / Team Leader - Design of the Green and Resilience Financing Facility Investment Program (GREFF)

Background and Rationale:

Nepal is highly vulnerable to climate change and ranks 10th globally in exposure to extreme weather events from 2000-2019. The country's susceptibility arises from its mountainous terrain, ecological transitions, and socio-economic challenges. To enhance Nepal's climate resilience, the Nepal government, with support from the Asian Development Bank (ADB) and other development partners, is preparing the Green and Resilience Financing Facility Investment Program (GREFF). GREFF aims to provide essential financial and technical assistance to address climate hazards.

The program entails comprehensive socio-economic and ecosystem assessments, a detailed program roadmap, and strategic policy frameworks. GREFF seeks to bridge financing, capacity, institutional, and technical gaps to implement effective climate adaptation measures.

Objectives:

Objective 1: Conduct comprehensive climate vulnerability assessments and develop strategic frameworks for resilience.

Objective 2: Prepare and design the financing facility, ensuring readiness for climate adaptation projects.

Objective 3: Secure climate and development finance and enhance aid effectiveness and project readiness.

We are seeking an experienced Team Leader/ Climate Finance Specialist with:

  • Proven leadership skills in managing complex, multi-disciplinary projects in the field of climate finance and adaptation
  • Exceptional ability to engage and coordinate with a wide range of stakeholders, including local communities, government agencies, and private sector entities
  • Expertise in developing and implementing strategic frameworks and financing mechanisms for large-scale climate resilience programs
  • Strong analytical skills and the capacity to produce high-quality deliverables under tight deadlines
  • Commitment to integrating gender equality and social inclusion (GESI) considerations into all aspects of program design and implementation
Qualifications: 
  • Master’s degree in climate finance, climate change, finance, economics, or a related discipline
  • At least 15 years of experience in climate finance and climate adaptation assignments in developing countries, including designing large-scale programs (minimum of 2 relevant work experiences)
  • Demonstrated team leadership in large-scale consulting assignments
  • Work experience in South Asia, particularly in Nepal, is highly desirable
  • Previous experience with ADB projects is considered a plus
  • Strong stakeholder engagement and coordination skills
  • Proficient in English
