The GIZ Program Strengthening Drought Resilience in the Arid and Semi-Arid Lowlands of Ethiopia (SDR-ASAL) supports the Ethiopian Government with the implementation of the Country Programming Paper (CPP), which is based on the regional strategy of the IGAD Drought Disaster Resilience Sustainability Initiative (IDDRSI). Amongst other objectives, the SDR Program aims at building capacities amongst Government institutions and partners in the field of planning and natural resource management and utilization.
The project plans to provide the following services:
- To analyse the existing supply systems for charcoal, sunflower, and fodder from field to factory for its gaps;
- Draft product flow charts for every chain, analyse each step for its traceability aspects, and make suggestions for a traceable chain of custody. This includes analysis of operations at bulk buyer level;
- An analysis where women and/or youth can become involved at specific steps in the supply chain;
- To prepare an analysis report, critically describing all steps in the supply chain that are relevant for the traceability system;
- To develop a coding system from source and area of origin to bulk buyers allowing traceability of the product from buyer to source;
- To develop applicable traceability documents using the same coding system for every step identified; the traceability documents and coding system must allow identification of the product, the volume, the quality, the producer, and the area of origin. The coding traceability system shall be generic to accommodate also other products;
- To prepare a manual describing the traceability system for the products; the manual shall contain a supply chain map for every product;
- To propose a management system of persons at key steps to operationalize the traceability system; the management system shall be part of the manual;
- To identify and train key persons along the supply chain on the utilization of the documentation;
- To carry out verification tests on the documentation and traceability tests, including verification of the volumes traded and documented.
Certain milestones, as laid out in the table below, are to be achieved by certain dates during the contract term
- An analysis report is available indicating steps along the supply chains: 30th June 2020
- A set of drafted traceability documents with a coding system is available: 30th June 2020
- A manual is available describing product traceability along the supply chains, including a management system: 31st July 2020
- Persons along the supply chain are trained about the importance of the traceability aspects and how to use the traceability documentation: 31st August 2020
- Verification of the documentation process and traceability path: 31st October 2020
- A final report of the work done is available: 30th November 2020
- University Degree in Business Administration, Financial Management and/or Agricultural Trade;
- Good business language skills in English;
- 10 years in agricultural trade and supply chain management, preferably in Sub-Saharan Africa;
- 10 years of experience as an expert in supply chain certification processes and verification procedures; experience with Organic and Fair-Trade certification or verification processes is a very strong asset;
- 3 documented reference projects in the Horn of Africa;
- 10 years of experience in the context of Development Cooperation (DC) projects; experience with GIZ- projects is an asset (2 reference cooperations);
