Sindh multi-sectoral nutrition policy, strategy and implementation framework

The overall objective of the Project ("Programme for Improved Nutrition in Sindh [PINS]") of which this contract will be a part is as follows:

"To sustainably improve the nutritional status of children under five (U5) and of Pregnant and Lactating Women (PLW) in Sindh in line with the second target indicator of the SDG Goal No2".

The purpose of this contract is as follows: "to build-up the capacity of the Government of Sindh (GoS) and other stakeholders regarding nutrition-related policy/strategy development, coordination, implementation, adaptive research, data collection/analysis and communication".

The Team Leader will be responsible for overall project implementation, coordination and supervision of the short term non-key experts. S/He shall be based in Karachi, but will have to undertake missions in the rest of the country, notably in Sindh and in Islamabad.

The Team Leader will be the primary point of contact for the EU Delegation and Government officials; as such, his/her main interlocutor is expected to be the P&D Board.

The Team Leader’s direct involvement in specific result areas will depend upon his/her experience and will be defined in the Organisation & Methodology to be proposed by the Contractor.

Qualifications: 

Qualifications and skills

  • A University degree, or equivalent, in Public Policy and Administration, in Development Studies or in a discipline relative to Nutrition (MR).
  • A Postgraduate diploma and/or specific trainings directly related to governance and/or nutrition will be an added advantage (PR).
  • Full working knowledge of English and excellent report writing skills (MR).

General professional experience

  • At least 15 years' professional experience relevant to the post (MR).
  • At least 10 years' professional experience in low or lower-middle income countries (MR).
  • At least 5 years' experience as Team Leader implementing capacity development projects with Government authorities (MR). Additional years of such experience will be taken into consideration in the evaluation of the candidate.
  • Professional experience in volatile environments (PR).
  • Professional experience in Pakistan or South Asia (Afghanistan, Bangladesh, Bhutan, India, Maldives, Pakistan, Sri Lanka) (PR).
  • Experience of EU programmes, especially in the identification and formulation of these programmes, is an advantage though not considered essential (PR).

Specific professional experience

  • At least 10 years' experience in one or more of the following areas: Public Sector Reform, Institutional development, decentralisation processes (fiscal, political, administrative) and support to local authorities, territorial development, legislation / regulation, public sector capacity building, designing and implementing of Government monitoring & evaluation schemes, Government planning & budgeting… (MR).
  • Experience in political economy analysis, policy development and/or policy formulation in a field related to nutrition or food security (MR).
  • Key Expert 1 should be familiar with the latest developments in the field of nutrition, including nutrition national policies and latest development field interventions (MR).
  • Experience in leading policy dialogue and development partners coordination (PR).
  • Experience in the design, management or implementation of large scale socioeconomic surveys/research (PR).
  • Experience with some of the technical and thematic work areas of the non-key experts to be deployed under the service contract (PR).
  • Experience in drafting ToR for assignments of non-key experts and oversight of their work (PR).
  • Experience in the Monitoring and Evaluation of the impact of social sector programmes and policies (PR).
Start / Duration: 

The intended start date is 01 December 2017 and the period of implementation of the contract will be 44 months from this date
