Enhanced Use of Disaster Risk Information for Decision Making in Southeast Asia

The regional capacity development technical assistance (TA) will enable increased capacity building and knowledge sharing among selected Southeast Asian Developing Member Countries (DMCs)—Cambodia, the Lao People’s Democratic Republic (Lao PDR), Myanmar, Philippines, and Thailand— on disaster risk-informed decision making. The impact will be improved risk-sensitive decision making for public investments in selected Southeast Asian DMCs. The outcome will be improved capacity in selected Southeast Asian DMCs to integrate DRM in the development processes.

One of the outputs in the Philippines is the development of a city government disaster insurance pool for the Philippines. This output has four sub-outputs: (1) development of a city government disaster insurance pool, (2) enhancement of government financial arrangements for post-disaster burden sharing, (3) development of exposure databases, and (4) awareness building and knowledge sharing

Detailed Tasks and/or Expected Output

Under the supervision of the team leader, the specialist will

(i) consult national authorities on existing national asset databases, including related software and platforms, and secure access;

(ii) identify suitable software and an open platform for the city exposure databases;

(iii) develop guidance materials on data collection;

(iv) train national exposure database specialists in use of the software and guidance materials;

(v) supervise work of national exposure database specialist in training local teams of students and collecting data; and

(vi) review and finalize completed datasets.

Qualifications: 
  • Graduate degree in geography, information technology or related subject
  • 10 years’ international experience in GIS mapping.
