Agriculture is an important but currently declining sector in Moldova’s economy. Moldovan agricultural employment almost halved in a decade but is still high compared to other regions of Europe. Fast structural changes in the economy have raised employment opportunities outside farming and have driven people out of rural areas. Due to increased job opportunities outside agriculture, a migration has started in two directions: from rural to urban areas and from local to foreign markets in search for better income.
Decreasing agricultural employment in conjunction with increasing sector output has led to increases in labour productivity in Moldovan agriculture, which still remains well below that of countries in the region.
The overall objective of this contract is to accompany the "ENPARD Moldova – Agriculture and Rural Development" Budget Support Sector Reform Contract (BS SRC).
The purpose of this contract is to assist the Ministry of Agriculture and Food Industry (MAFI), more specifically to:
1) Improve the capability of the government to achieve agricultural and rural development policy objectives;
2) To provide a wide range of capacity-building and institutional-strengthening TA service to promote agricultural and rural development policies and reforms;
3) To provide a wide range of capacity-building and institutional-strengthening TA service to improve governance in agricultural and rural development;
- University degree in geography, social sciences, economics, legal sciences, agricultural, rural development (where a university degree has been awarded on completion of four (4) years study in a university) or in the absence of the required academic degree, six (6) years of professional experience in the fields of geography, social sciences, economics, legal sciences, agricultural, rural development or related fields of equivalent scope;
- Proficiency in written and spoken English;
- At least ten (10) years of general professional experience in the field of rural development;
- Proven experience in providing capacity-building and institutional strengthening in at least two (2) technical assistance projects, with at least one (1) assignment covering more than six (6) months of expert input;
- At least five (5) years of professional experience working with or for central and/or local government and/or related bodies and public administration dealing with agriculture and rural development policy design or implementation;
- At least five (5) years of experience in contributing to building capacities, providing support to institutional strengthening on rural development policy incl. strategic planning and programming, introducing LEADER;
- All experts must be independent and free from conflicts of interest in the responsibilities they take on.
The intended start date is October 2016 and the period of implementation of the contract will be 30 months from this date.
