Climate Risk Management and Rehabilitation of Small- and Medium-scale Irrigation

The project preparatory technical assistance (PPTA) will conduct technical, economic, financial and social due diligence to prepare the Climate Risk Management and Rehabilitation of Small- and Medium-scale Irrigation Schemes in Tonle Sap Basin, a project under the Strategic Program for Climate Resilience (SPCR) for Cambodia. SPCR Cambodia forms part of the global Pilot Program for Climate Resilience (PPCR) supported by the Climate Investment Fund (CIF). A program for rehabilitation of small- and medium-scale irrigation schemes in Tonle Sap Basin has already been initiated under ADB financed Water Resources Management Sector Development Program (WRMSDP, Loan no. 2672-CAM)2, and the PPCR project will provide for (i) additional support to enhance the climate resilience of the rehabilitated irrigation facilities and improved agricultural activities; and (ii) capacity strengthening for mainstreaming resilience to development planning in water resources and agriculture sectors. The PPTA will be administered under TA 4848-CAM: Water Resources (Sector) Project the hydrologists will (i) review lessons learned from MOWRAM projects from hydrological analysis perspective; (ii) assist the climate change specialists in the preparation of the climate change impact, vulnerability and adaptation assessment; (iii) recommend options for improving design criteria of the irrigation systems based hydrological analysis considering climate change scenario; and (iv) provide support to the design engineers to develop improved climate resilient irrigation designs with particular emphasis on the proposed subprojects under WRMSDP

Qualifications: 

The international consultants will have (i) an university degree in the relevant subject; (ii) a minimum of 15 years of relevant experience in the case of the Program Team Leader, and a minimum of 10 years of relevant experience for the remainder; (iii) adequate experience in implementing projects in the Greater Mekong Sub-region, preferably in Cambodia; (iv) sound and practical knowledge in relevant fields in Southeast Asia and with poverty reduction and sustainable development; (v) strong interpersonal and communication skills
