Technical assistance Food Systems Governance, Liberia

This service contract is funded under the Action ‘From productivity to product, linking peers to peers (P2P)’, which contributes to the Team Europe initiative ‘Safe & Sustainable Food Systems (TEI SSFSs)’. The (P2P)" programme under the EU’s NDICI financing instrument provides a strategic and coherent support framework for sustainable food systems, focusing on critical components of food value chains such as land and soil knowledge, seed systems, and food safety. By targeting key value chains identified as priorities in the Government's National Agriculture Development Plan—namely rice, cassava, fish, cocoa, soya, and coffee—the programme aims to enhance food and nutrition security. This technical assistance intervention complements ongoing governance support services and aligns with the broader EU-Liberia MIP priorities of promoting decent jobs and inclusive growth. Through coordinated efforts and synergies with other EU initiatives, this intervention supports the implementation of the Global Gateway and Green Deal objectives, fostering a sustainable business climate, equal access to resources, job opportunities, and climate resilience.

Objectives

The overall objective (Impact) to which this action contributes is to enhance food and nutrition security anchored in accountable and sustainable food systems growth.

The specific objective of this technical assistance is to ensure effective nutrition and gender-sensitive as well as climate- and ecosystem-smart food systems governance, particularly through promotion of increased investment.

Qualifications: 
  • Master’s level university degree in agriculture, sustainable management of natural resources, agricultural engineering, agricultural/environmental economics, or directly related disciplines; or exceptionally: equivalent relevant professional experience of minimum 6 years.
  • Excellent synthesis, drafting and reporting skills and analytical capabilities
  • Well-developed organisational, managerial, and planning skills and ability to involve different key stakeholders to achieve joint purposes
  • Demonstrated abilities to work with a wide range of partners, manage complex issues areas and projects as well as deliver quality outputs under pressure
  • Ability and zeal to provide in-house training and mentoring/coaching
  • Have strong advisory skills and able to explain matters in a simple and organised manner
  • Fluent in English (reading and writing), fully computer-literate, with well-developed communication and interpersonal skills
  • Cultural sensitivity and tact

General professional experience

  • At least six years of professional experience in natural resources management, notably in relation to agriculture activities and sector governance; experience in agri-food systems/sector analysis with a focus on nutrition- and gender-sensitive as well as climate and ecosystem-smart systems an asset
  • At least six years experience in project (cycle) management, monitoring and supervision, including financial and contract management, incl. in monitoring & evaluation of development cooperation projects in the field of agriculture/natural resources
  • At least six years of professional experience in assisting public  institutions/administrations; affinity in dealing with private sector and financial institutions is an asset
  • At least 3 experiences in leadership coaching, team building, motivational speaking and/or training the trainers an asset

Specific professional experience

  • Relevant experience in African countries, especially in the Anglophone West Africa region an advantage
  • Knowledge of Liberian government employment policies and practices an advantage
  • Experience with/Knowledge of agro-ecologies similar to those of Liberia an advantage
Start / Duration: 

From July 2025 over 54 months in full time. The Senior Natural Resources expert should be based in Liberia for the duration of the project.
