
About the Project
The Climate Resilient Horticulture Value Chain Development Project, funded by a $40 million loan and grant from the Asian Development Bank (ADB), aims to reduce poverty and enhance rural productivity in the Kyrgyz Republic. The project focuses on financing value chain infrastructures — processing, storage, and transport — to support increased production and promote sustainable agriculture practices.
International consulting services are required to assist the Ministry of Agriculture (MOA) with implementation management and supervision and progress reporting to ADB and the government. MOA will establish a dedicated PIU to implement the project and will be supported by an implementation support consultant (ISC).
Role Overview:
We are seeking a highly qualified International Financial Management Specialist to support our Project Implementation Unit (PIU) in the implementation of an internationally financed development project. The role involves establishing and training PIU staff in comprehensive financial management and reporting in accordance with the requirements of the Asian Development Bank (ADB) and the government.
Key Responsibilities:
- Prepare a finance and accounting manual for the project, including accounting policies, reporting requirements, annual budgeting timelines and formats, internal control systems, and reporting formats
- Assist the PIU and Participating Financial Institutions (PFIs) in processing fund advances, account replenishments, and direct payments
- Advise on the procurement of suitable accounting software
- Set up the accounting system and chart of accounts to meet the requirements of the Grant and Loan Agreements
- Train PIU accounting staff in system operations, accounting policies, reporting requirements, and internal controls
- Provide support to PFI PIUs in establishing their internal financial management and reporting systems
- Monitor the integrity of accounting information and the operation of internal controls on an annual basis
- Take overall responsibility for the operation of the system, data integrity, and internal controls
- Liaise with ADB, banks, auditors, and government institutions as required
- Prepare financial reports for the government and ADB on a monthly, quarterly, and annual basis
- Be responsible for the preparation of Statements of Expenditure and Withdrawal Applications for submission to ADB
- Assist the Ministry of Agriculture and PFIs in preparing project financial statements following International Public Sector Accounting Standards (IPSAS) for cash-based accounting
- Master’s degree in finance, management, or public administration
- Membership in a recognized accounting body
- At least 15 years of professional experience in the public or private sector, ideally with experience in donor-funded projects
- Demonstrated ability to establish project accounts to international standards.
- Experience with computerized accounting software and double-entry bookkeeping.
- Excellent communication and training skills
- Ability to collaborate with international and national stakeholders
