Financial Experts_African Health Diagnostics Platform

The promoters of the African Health Diagnostics Platform Technical Assistance (AHDP TA) will be public or private sector entities which are facilitating the development, financing, implementation and subsequent monitoring of diagnostic projects in the target countries. In particular the ministries of health and finance will directly benefit from the technical assistance and are key implementers of the AHDP.

The objective of the AHDP platform is to contribute to the improvement of the health of the population of the target Sub-Saharan countries through timely, cost effective, quality diagnostics for low income populations. 
The purpose of this TA operation is to support the preparation, implementation and subsequent monitoring of the AHDP projects.
The results of the project will be high quality deliverables to be used for the preparation, implementation and subsequent monitoring of the AHDP projects. Specific results will include pre-feasibility studies, feasibility studies and financial affordability analysis, detailed designs, budget and financing plans, tender documents, and other technical assistance studies and services.
Moreover, the transfer of know-how in project development, project management and financing techniques to the Promoters, to enhance talents and skills of local human resources within government institutions also constitutes one of the results of this TA.

Qualifications: 

For this tender we are looking for non-key experts with the following background:

Financial Expert(s)

  • Proven financial modelling skills;
  • French language skills;
  • Relevant experience related to the financial aspects of partnerships and advising governments;
  • Experience in Sub-Saharan Africa
  • Strong quantitative experience with designing and reviewing financial feasibility studies and other supporting analyses;
  • Knowledge of private sector health care provision in sub-Saharan Africa.

Note that civil servants and other staff of the public administration of the partner countries or of international/ regional organisation based in the country cannot be recruited as experts, unless prior written approval has been obtained from the Contracting Authority, on a case by case basis.

Start / Duration: 

The intended commencement date is November 2020 and the period of implementation of the contract will be 48 months from this date
