Vanuatu_Technical Assistance for the Vanuatu Value Chain Programme

The main goal of the project is the Provision of technical assistance to support relevant line ministries in Vanuatu, including the Ministry of Agriculture, Livestock, Forestry, Fisheries and Bio Security (MALFFB), the Ministry of Tourism, Trade, Commerce and Ni-Vanuatu Business (MTTCNVB) and the Ministry of Finance and Economic Management (MFEM), to implement the Vanuatu value chain programme, which is a rural development sector reform contract targeting key agricultural value chains in Vanuatu, including coconuts, cattle and fruits and vegetables.

Results to be achieved:

  • Strengthened institutional capacity of the relevant national authorities of Vanuatu for agriculture and trade development, and improved coordination between key stakeholders;
  • Contribution to an enhanced service delivery for the coconut, cattle, and fruits & vegetables value chains;
  • Contribution to the successful implementation of Vanuatu's Public Finance Management Reform Road Map 2017-2021 and its successor, as appropriate;
  • Contribution to the successful management of the EU financed Sector Reform Contract (SRC), in line with the requirements of the corresponding Financing Agreement.
Qualifications: 

Qualifications and skills

  • At least a master's degree in a subject directly related to this contract;
  • Fluent in spoken and written English with excellent report writing skills, including excellent communication and presentation skills.

General professional experience

  • At least 10 years of international professional experience providing technical assistance, of which at least 5 years as a team leader of large technical assistance teams (overseeing at least 3 full-time technical assistants).

Specific professional experience

  • At least 3 years of professional experience in providing support to National Authorising Officer(s) implementing Budget Support Operations. These 3 years may be included in the 10 years referred to under the general professional experience;
  • Previous professional experience in Small Island Developing States and/or Least Developed countries will be considered an advantage.
Start / Duration: 

The intended start date will be in February 2019 and the period of implementation of the contract will be 49 months from this date.
